Global Methane Tracker 2025 Regional insights
…with large parts of its oil and gas production in offshore or cloud-covered regions, where satellites struggle to make regular observations. Poland
Poland’s energy system has seen progress on energy transition, despite its reliance on domestic hard coal and lignite. For example, Poland has one of the fastest growing solar PV markets in the European Union and has also seen a strong uptake of heat pumps. Poland is pushing to become a major player in offshore wind, aiming for at least 3.4 GW of capacity by 2030. However, stronger efforts are needed across all sectors to accelerate energy transition and Poland would benefit from greater electricity interconnections with the rest of Europe.

Solar PV
…is added annually through the end of this decade. Even so, low costs, faster permitting and broad social acceptance are set to continue to drive the accelerating adoption of solar PV. As a result, capacity is set to more than double between 2025 and 2030 compared with the 2019 to 2024 period.
A growing share of variable renewable sources such as solar also comes with challenges. Curtailment levels and instances of negative electricity prices have been increasing in many markets. A rapid increase in power system flexibility and grid investment is necessary to integrate future growth securely and cost-effectively.

Madagascar
Around a quarter of the population of Madagascar has access to electricity, and only 1.5% has access to clean cooking facilities. In 2019, Madagascar’s energy mix was dominated by biofuels and wastes (85%), with oil products (11%), coal and hydro accounting for the rest of the total energy supply. In 2020, less than 5% of the population had access to clean cooking and 27% had access to electricity. The Government of Madagascar has set a target of reaching 70% electricity access rate by 2030.

…establishing a low-emissions society by 2050. As an energy-rich country, Norway is in a unique starting position with respect to the energy transition. An abundance of affordable hydropower has enabled the development of energy-intensive industries and a high level of electrification of homes and businesses with limited greenhouse gas emissions. At the same time, as a major oil and gas producer and exporter, Norway will need to support an evolution of its energy sector amid the global energy transition. Altogether, Norway has the opportunity to lead the world in new technologies for decarbonising hard-to-abate sectors.
