Sustainable Transport Policy for Armenia: A Roadmap Sustainable transport in ArmeniaSustainable transport in Armenia

The Republic of Armenia (hereafter “Armenia”) is a landlocked country in the southern Caucasus region between the Black and Caspian Seas. It is bordered by the Republic of Türkiye (hereafter “Türkiye”) to the west, Georgia to the north, Azerbaijan to the east and Iran to the south. The country spans an area of around 29 800 km2 with a population of just over 3 million. Yerevan, the capital, is the largest city with approximately 1 million inhabitants.Armenia’s economy has undergone numerous reforms since the economic crisis of the early to mid-1990s. It has transitioned from a Soviet…

Universal Access to Clean Cooking in Africa Clean cooking infrastructureClean cooking infrastructure

The right ingredients Extending access depends on new infrastructure, with differing requirements across technologies and regions. This chapter maps for the first time ever Africa’s existing clean cooking infrastructure, highlighting gaps and key considerations for expansion.Widening liquefied petroleum gas (LPG) distribution in sub-Saharan Africa requires the buildout of infrastructure. This includes additional primary storage – which is concentrated in oil producing states today – and improved port infrastructure, as 50% of LPG demand in the region is imported. On the distribution side, additional bottling facilities and specialised vehicles for safe transportation are required. With nearly 20 plants operating, cylinder manufacturing…

Assessing emissions from LNG supply and abatement options

Drawing on the latest and best available data, this report provides a comprehensive estimate of greenhouse gas (GHG) emissions across the global liquefied natural gas (LNG) supply chain, including from upstream production, processing, and pipeline transmission to liquefaction, shipping, and regasification. It also discusses the significant emissions reductions that are technically feasible with today’s technologies including through methane abatement, electrification using low-emissions power, process efficiency improvements, and the elimination of routine flaring, as well as carbon capture, utilisation and storage (CCUS) for managing the naturally-occurring CO2 from LNG supply.  Introduction Around 550 billion cubic metres (bcm) of natural…

Powering Ireland’s Energy Future Executive summaryExecutive summary

Ireland faces strategic choices to align its energy, climate and socio-economic goals through 2035 Over the next decade, decision makers in Ireland will need to balance a range of trends and policy ambitions that have strong implications for the power sector. Ireland has set a range of policy goals spanning the next decade, from improving energy security by reducing its reliance on imported fossil fuels, to meeting its climate targets, expanding its housing stock, and supporting the growth of digital infrastructure such as data centres. These ambitions all have strong links to the country's power sector, with implications…

                Multiple Benefits of Energy Efficiency

As energy efficiency continues to gain attention as a key resource for economic and social development across all economies, understanding its real value is increasingly important. The multiple benefits approach seeks to expand the perspective of energy efficiency beyond the traditional measure of energy savings by identifying and measuring its impacts in full bloom.

Ramping up Heat Pumps in Moldova: A Roadmap Executive summaryExecutive summary

Moldova’s new National Energy and Climate Plan (NECP) lays out the country’s ambition to improve energy efficiency, reduce fossil fuel demand and decarbonise its economy. Buildings account for more than half of Moldova’s final energy consumption, with three-quarters of that used for space and water heating. Currently, these needs are met chiefly by imported natural gas and domestic biomass – two fuel sources that suffer from availability and sustainability issues. Heat pump technology offers Moldova an effective means of accelerating the transition in building heating. This roadmap discusses the status of Moldova’s heating sector, the potential…

Electricity Mid-Year Update 2025 Emissions: Power generation CO2 emissions are plateauingEmissions: Power generation CO2 emissions are plateauing

Global emissions from electricity generation rose by 1.2% in 2024, following an increase of 1.6% in 2023. Last year was even hotter than in 2023 – making it the warmest year on record – with the heat waves boosting electricity demand for cooling. Nonetheless, growth in power sector emissions showed signs of slowing down as rapid deployment of renewables constrained increases in fossil-fired generation. As this trend continues, we expect 2025 emissions to plateau and remain relatively unchanged. In 2026, we forecast a slight decline of less than 1%, as the increase in low-emissions generation depresses fossil-fired…

Global Energy and Climate Model Stated Policies Scenario (STEPS)Stated Policies Scenario (STEPS)

The Stated Policies Scenario (STEPS) has a long pedigree in the International Energy Agency (IEA) family of scenarios. It was introduced in 2019 with this name, but it has much in common with the previous New Policies Scenario that dates back to the 2010 edition of the World Energy Outlook (WEO). The intention of this scenario is to reflect the prevailing direction of travel for the energy system based on a detailed reading of the latest policy settings in countries around the world. It takes into account specific energy, climate and related industrial policies that have been adopted or put…

State of Energy Policy 2026 Government energy spendingGovernment energy spending

Government energy spending declined as affordability measures were rolled back after 2022 crisis, though investment support continues above historical levels The energy sector has historically accounted for a relatively small share of government budgets, averaging around 1% in most countries. Over the past five years, however, government spending on energy has doubled compared with 2019 levels, reaching around 1.4% of total direct government expenditure in 2025. Levels have varied by country, with some reaching up to 5% of general expenditure. Although spending fell from its peak in 2023, disbursements in 2024 and 2025 remained significantly higher than in the…
