World Energy Outlook 2025 Implications of CPS and STEPS
Between continuity and change By 2035, energy demand in the Current Policies Scenario (CPS) is around 35 exajoules (EJ) higher than in the Stated Policies Scenario (STEPS), a difference roughly equivalent to the current annual energy demand of the Middle East. All the extra energy required in the CPS compared to the STEPS comes from oil, natural gas and coal. In the absence of renewed geopolitical disruptions, markets for oil and natural gas appear well supplied in the coming years. But production from existing oil fields declines at a rate of 8% per year, if no investment is made, so it…

Powering Ireland’s Energy Future Executive summary
…relatively small, island-based grid, and it was managed as annual electricity demand grew by about 20% between 2015 and 2023. Ireland is scaling infrastructure and modernising operations further to reach its goals of 80% renewable electricity by 2030 and running a system almost entirely from wind, solar, storage and imports by 2035, while managing growing electricity demand from the housing, data centre, heat and transport sectors. To support decision makers as they plan for the future, this report introduces a pathway that explores what would be required to maintain electricity security while advancing towards Ireland’s ambitions. This Adapted…

…accelerate scale-up but are currently limited by regulatory and safety concerns. By integrating functions from perception to planning within a single model, these approaches have the potential to simplify development and deliver performance gains. However, ensuring safe and predictable behaviour is difficult: rare or unseen scenarios not captured in the training data can lead to unpredictable or unsafe actions, making certification highly complex. Today’s robotaxis employ modular approaches in which the planning of driving actions is still mostly rule‑based and thus easier to certify. As such, end-to-end approaches are likely to be largely confined to Level…

Financing Clean Energy in Africa Designing finance solutions for clean energy: solutions for key sectors
Summary The doubling of energy investment in Africa seen under the Sustainable Africa Scenario (SAS) requires innovative solutions to fully mobilise capital from a range of providers – national governments, DFIs and private capital. Private capital plays a key role by 2030, increasing sixfold from today’s levels, but understanding where it can be deployed is essential to enable the design of targeted interventions. And there are still some countries and sectors where grants and concessional funding need to lead. Achieving universal access to modern energy requires a major uptick in spending, reaching roughly USD 25 billion per year by 2030. Affordability constraints…

Energy Policy Review Government action plays a pivotal role in ensuring secure and sustainable energy transitions. Energy policy is critical not just for the energy sector but also for meeting environmental, economic and social goals. Governments need to respond to their country’s specific needs, adapt to regional contexts and help address global challenges. In this context, the International Energy Agency (IEA) conducts Energy Policy Reviews to support governments in developing more impactful energy and climate policies. This Energy Policy Review was prepared in partnership between the Government of Portugal and the IEA. It draws on the IEA’s extensive…

Policy options to accelerate distributed solar PV in Ukraine
Accelerating distributed solar PV and battery energy storage deployment will support Ukraine in establishing energy security. In the year following the Russian Federation’s full-scale invasion of Ukraine in 2022, available dispatchable power generation capacity halved from roughly 38 GW to 19 GW. After severe attacks in spring 2024, capacity declined further, down to 12 GW. Towards the end of 2024 Ukraine was able to restore 3 GW and has worked to restore and add additional capacity throughout 2025, despite ongoing attacks.Distributed solar PV has played a key role, providing cost effective and rapid increases in electricity generation capacity, contributing…

India Bioenergy Market Report Executive summary
…of almost 300 new ones under construction.Interest is also growing in sustainable aviation fuels and innovative fuel pathways. As demand for low-emissions fuels in aviation is expected to grow, so too is demand for biojet. However, rapid deployment of new projects, as well as scaling up new fuel technology pathways, will be required to meet forthcoming demand driven by India’s sustainable aviation fuel mandate.Liquid and gaseous biofuels are forecast to more than double in India if the right measures are implemented. In the main case forecast, which reflects current policies, projects, feedstock availability and market conditions…
