Methane Abatement
…action. Around 70% of fossil fuel methane emissions in 2025 came from the top 10 emitting countries. Meanwhile, the methane intensity of oil and gas production varies widely across countries – with the best performers scoring more than 100 times better than the worst.
And with energy security in focus around the world, methane abatement could deliver benefits by putting more gas to productive use. Efforts to cut methane from oil and gas operations globally could deliver nearly 100 billion cubic metres (bcm) of gas to markets each year, while eliminating non-emergency gas flaring could unlock a further 100 bcm.

How governments can best support consumers during this energy crisis
…shock to global energy markets, with the effective closure of the Strait of Hormuz triggering the largest supply disruption in the history of oil markets and significantly impacting supplies of natural gas and a range of energy-related commodities. As concerns over supply security have grown, prices have risen across several parts of the energy system, increasing pressure on household budgets, public finances and economic activity more broadly. In response, many governments have announced emergency measures to protect consumers from higher energy costs. The IEA has supported these efforts by launching its largest-ever release of emergency oil stocks, publishing a menu…

Designing an effective strategic stockpiling system for critical minerals
…their impact. Strategic stocks are an insurance policy against short-term disruptions Strategic stocks – held specifically for emergency purposes with the involvement of the government – have demonstrated effectiveness across various sectors. A notable example is the oil market, where stockpiles have played an important role in mitigating severe economic impacts for decades. After the oil shock of 1973, IEA member governments established a mechanism to build up and pool emergency oil stocks to protect them from being held to ransom via oil supplies in the future. Since then, the IEA has coordinated five collective responses to major oil supply di...

Energy crisis threatens world’s most vulnerable as cooking fuel shortages grow
The Energy Crisis hits the Homefront: A growing shortage of cooking fuels The Middle East crisis has highlighted the energy security risks for a fundamental need: the ability to cook a meal The conflict in the Middle East has triggered a global energy crisis of unprecedented magnitude. The daily volumes of oil lost to global markets in March 2026 surpassed the peak supply losses of the two major oil shocks of the 1970s combined.Previous energy crises affected economies and societies in profound ways, often forcing households to ration fuel for their cars and heating for their homes. The 2026…

Ukraine’s Energy Security
…importance. While Ukraine made strong strides in rebuilding and strengthening the resilience of its energy system this past spring and summer, the situation remains fragile, and the risk of huge disruptions and widespread destabilisation remains – particularly as Russia expands the scope and sophistication of its attacks. This analysis builds on the IEA’s September 2024 report, Ukraine’s Energy Security and the Coming Winter. It provides an update on the latest developments through October 2025 and proposes key actions that Ukraine and its partners can take to address urgent energy security vulnerabilities this winter and bolster longer-term energy resilience…

Mexico
Mexico’s energy and economic profile presents both challenges and opportunities as a major oil producer, exporter and through its growing domestic energy demand. Mexico was the first large oil producing emerging economy to adopt climate legislation in 2012 and has seen growth in renewable electricity generation from wind and solar, which almost tripled from 2015 to 2022. However, strong action is needed across all sectors to reduce reliance on fossil fuels and bring down greenhouse gas emissions.

IEA Guide to Reporting Energy Technology RD&D Budgets
…IEA), provides comprehensive guidance for national experts responsible for reporting energy technology research, development, and demonstration (RD&D) budgets. It outlines the methodology and classification system used to collect and structure RD&D data across IEA member countries, ensuring consistency and comparability. The manual is divided into two main sections: fundamentals of RD&D budget reporting and a detailed classification of energy technologies. It defines RD&D in alignment with the OECD Frascati Manual and clarifies the scope of public and private sector reporting. It also provides instructions for completing the IEA questionnaire, covering budgetary stages, metadata reporting, and common…

7 certainties about energy for this age of uncertainty
…round-the-clock power supply. Energy security risks are multiplying, especially for critical minerals Traditional hazards affecting the security of oil and gas supplies are now accompanied by vulnerabilities in other areas, including electricity security, as highlighted by the recent major blackouts in Chile and Spain, and critical minerals. A single country, China, is the dominant refiner for 19 out of 20 energy-related strategic minerals, with an average market share of around 70%. More than half of these strategic minerals are subject to some form of export controls. Rising energy security risks from climate change are now also a…

Demand- and Supply-Side Measures for the Industry Transition
Policy brief As governments look to scale up lead markets for near-zero and low-emissions steel and cement, targeted policy measures can help overcome commercialisation barriers, capture emerging market opportunities and support broader government objectives. This policy brief explores a variety of possible policy instruments to stimulate demand and supply of such industrial materials, providing options that governments could adopt and adapt as part of their industrial policy framework – tailored to their unique circumstances to enhance effectiveness – along with practical next steps towards implementation.
