Southeast Asia Energy Outlook 2026
…the importance of the IEA’s partnership with the eleven countries that make up the Association of Southeast Asian Nations (ASEAN) – Brunei Darussalam, Cambodia, Indonesia, Lao People’s Democratic Republic (Lao PDR), Malaysia, Myanmar, the Philippines, Singapore, Thailand, Timor-Leste (joined ASEAN in 2025) and Viet Nam.As energy security concerns move ever higher on the policy agenda, this year’s report explores the trajectory that the region was on prior to the conflict in the Middle East, and discusses the potential implications of the energy crisis triggered by this conflict for policy priorities and investment strategies in the region.

World Energy Investment 2025 Southeast Asia
…Historically, this rising energy demand has been met by fossil fuels, making up 60% of total energy investment in the past decade. Coal was the main beneficiary, growing from 20% to 30% of the region’s energy mix, with USD 110 billion invested since 2015, concentrated in Indonesia and Viet Nam. However, fossil fuel investment decreased from USD 70 billion in 2015 to USD 50 billion in 2025 while clean energy investment reached USD 47 billion, up from 30 billion in 2015. Given the challenges of accessing international capital markets, Southeast Asia’s capital markets have relied on domestic commercial lending. Commercial finance in clean energy sits above…

Universal Access to Clean Cooking in Africa Outlook for clean cooking in Africa
…similar countries around the world – a pathway explored in the new Accelerating Clean Cooking and Electricity Services Scenario (ACCESS). It will require 80 million people to gain access annually, or a 4.7 percentage point improvement in access rates each year, comparable to rates of progress seen in Indonesia, Cambodia and Viet Nam. By 2035 in the ACCESS, nearly all households move away from cooking methods posing the most acute risks to human health, with almost 95% of urban households already having clean cooking access by that point. Southern Africa reaches universal access to clean cooking earlier than other regions…

Coal Mid-Year Update 2025 Demand
…the upward trend in coal consumption, albeit at a slower pace than growth rates of 4.4% in 2022 and 2.3% in 2023.The increase in 2024 was primarily driven by emerging economies in Asia, particularly China and India. China recorded the largest absolute growth, with demand rising by 82 Mt (1.7%) while India’s consumption increased by 45 Mt (4%). Additional growth was observed in Indonesia and Viet Nam. In contrast, coal demand declined significantly in advanced economies, notably in the European Union (down 40 Mt, or 11%) and the United States (down 14 Mt, or 4%)…

Coal Mid-Year Update 2025 Trade
…higher output from their nuclear fleets, and tempered demand due to economic uncertainty. Both factors reduce their combined demand for coal until April by 8 Mt and, for the full year, this figure is set to increase to 14 Mt. Among the biggest importers, only Viet Nam is likely to increase purchases this year by 4%.Global trade of thermal coal is likely to decrease to 1.1 Bt, which is a decline of 7%. Following the demand of its main markets, Indonesian exports, which have served as a swing thermal coal supply source for Asian markets, are projected to decline...

…minimum expected equity internal rate of return (IRR).In 2025, the third year that we have run the survey, we continued to expand our coverage in terms of geographies and technologies. We focused on collecting data from the five key countries initially within the scope of the Observatory– Brazil, India, Indonesia, Mexico, and South Africa – but also conducted additional efforts to gather data on countries including Viet Nam, Senegal, Kenya, Malaysia, the Philippines and Thailand, although the data points for these countries were comparatively fewer. We also widened the scope to include utility-scale batteries, offshore wind and hydroelectricity power…

Southeast Asia Energy Outlook 2024 Executive summary
…escalating import costs, and a projected one-third increase in energy-related CO2 emissions by 2050. Drivers of changing energy demand in Southeast Asia Eight of the 10 countries in Southeast Asia have net zero emissions goals: Brunei Darussalam, Cambodia, Lao PDR, Malaysia, Singapore and Viet Nam have set a target date of 2050; Indonesia of 2060; and Thailand of 2065. While momentum is building for clean energy transitions across the region, far greater efforts are needed to get on track for these national goals, which would mean cutting today’s emissions by almost two-thirds by 2050. Aligning with…

Policy options to accelerate distributed solar PV in Ukraine Policy options and implications
…generate electricity for their own consumption and sell excess to the network. In contrast to net metering, energy accounting is done in real time and solar PV owners are paid for each unit of electricity exported, rather than earning energy credits towards future bills. The net billing scheme becomes more attractive, the higher the real-time selling price and retail tariffs are compared to the solar PV system’s LCOE.Given short installation timelines, policies can result in a boom in distributed solar PV installations from one year to another. For instance, in Viet Nam, solar PV net additions in...

Sheltering From Oil Shocks Road transport fuels
…to the 2026 crisis in the Middle East, several countries have announced measures to encourage working from home. For example, the Philippines and Pakistan have mandated 4-day workweeks for government workers, while Sri Lanka has closed public offices on Wednesdays, and Lao PDR, Thailand and Viet Nam are all actively promoting remote work. Many European governments also encouraged working from home in response to the energy crisis in 2022-23, including through the joint IEA-EU Playing my Part Campaign. For example, France incentivised public officials working from home in 2022, and encouraged private companies to follow this ex...
