Renewable Energy Directive - National transposition of transport target
Transposition was done through an amendment of the "law on alternative fuels". Targets include a 1% RFNBO target for overall transport and 1.2% for shipping by 2030. Penalty being considered is EUR 0.06/MJ equivalent to EUR 7.2/kg. Multipliers of 2 for road transport and 3 for aviation and shipping are considered.

Part of the COVID-19 recovery package. 5% of fuel supply in 2030 to transport should be RFNBO. Legislation includes targets for the intermediate years. Regulation would be imposed at the company level. Penalty for non-compliance is EUR 0.05/MJ (USD 6.4/kg). Targets for industry are 42% of RFNBO and 50% for RFNBO+low-carbon by 2030 and 65%/75% for 2035. Penalty for non-compliance is EUR 0.034/MJ. Possibility to achieve compliance by trading certificates. The Buy Clean Colorado (BCCO) Act applies to State public projects for which the project cost exceeds five hundred thousand dollars and for which an agency of government issues a solicitation on or after January 1, 2024. Public projects include any construction, alteration, repair, demolition, or improvement of any land, building, structure, facility, road, or bridge that is intended to promote public upkeep. Renewable Energy Directive - National transposition of transport target
…on January 1, 2025, requiring the use of renewable hydrogen and derivatives to meet RED targets. By 2030, 1% of transport fuels must be RFNBOs, with refinery hydrogen allowed to count toward this target. Initially capped at 40%, this limit was removed in April 2025, giving refinery use equal weight to direct use (e.g., in FCEVs).
The RFNBO target is now set as a GHG reduction quota: 1.07% for road transport and 0.32% for shipping by 2030. Aviation was excluded. Estimated RFNBO supply needed is around 245 ktpa. Credit trading may be allowed to reduce compliance costs. -

The Renewable Transport Fuel Obligation Order regulates renewable fuels used for transport. Suppliers of relevant transport fuel in the UK (more than 450,000 l/y) must be able to show that a percentage of the fuel they supply comes from renewable and sustainable sources. Fossil and low carbon fuels used in road, non-road mobile machinery (NRMM), tractors as well as renewable fuels of non-biological origin used in maritime applications are covered by the RTFO

Biofuel Production and Use in Latvia programme (2003-2010)
The programme's main objectives are:
1) Provision of raw material using Latvian agricultural land for biofuel production;
2) Facilitation of biofuel production in Latvia;
3) Promotion of use of biofuels in Latvia.
This programme was a response to the EU Directive 2003/30/EC which required shares of biofuel in road transport of 2% by 2005 and 5.75% by 2010.
The programme envisioned that Latvia can produce the required amount of biofuel in Latvian territory, as well as export surplus to other countries. -

Commercial Transportation Energy Efficiency and Fuels Initiative
