Renewable Energy Directive - National transposition of transport target
A blending obligation for fuel suppliers takes effect on January 1, 2025, requiring the use of renewable hydrogen and derivatives to meet RED targets. By 2030, 1% of transport fuels must be RFNBOs, with refinery hydrogen allowed to count toward this target. Initially capped at 40%, this limit was removed in April 2025, giving refinery use equal weight to direct use (e.g., in FCEVs).
The RFNBO target is now set as a GHG reduction quota: 1.07% for road transport and 0.32% for shipping by 2030. Aviation was excluded. Estimated RFNBO supply needed is around 245 ktpa. Credit trading may be allowed to reduce compliance costs.
