…generation again broke records in 2024, meeting more than 70% of the increase in electricity demand. Consumption of each of the fossil fuels rose. Global energy-related carbon dioxide (CO2) emissions reached another all-time high. The energy sector faces many uncertainties. The global economy is projected to grow at an average rate of 3% in the 2024-2030 period, but changes in the global policy environment and trade outlook could lead to different outcomes. In parallel, a drift towards greater fragmentation and increased geopolitical rivalry could have major implications for energy-related trade flows. These uncertainties underscore the value…

…phase of the transition. To meet its targets, however, Luxembourg will need to implement more ambitious decarbonisation policies while carefully managing energy security and affordability considerations.Luxembourg faces unique challenges in its energy transition due to its small surface area and import-dependent economy. Moreover, the combination of its central location in Europe and historically low fuel taxes mean there are sizeable fuel sales to customers from abroad, resulting in high transport-related emissions. Heavy reliance on energy imports – covering all fossil fuels and nearly 80% of electricity demand – increases the vulnerability of the energy system. Addressing these challenges will…

World Energy Outlook 2025 Achieving access for allAchieving access for all

A roadmap for universal energy access Today around 2 billion people lack access to clean cooking and some 730 million remain without electricity – deficits which have far-reaching implications for health, economic opportunity and global development. Since 2010, 1.5 billion people have gained access to clean cooking and 1 billion to electricity, demonstrating that rapid progress is possible. Our new Accelerating Clean Cooking and Electricity Services Scenario (ACCESS) outlines a country-by-country pathway to universal access that draws on lessons about what has worked best in recent years. Universal clean cooking access is achieved in the ACCESS around 2040. Over 60…

…are the single largest source of global oil demand today, covering around one-quarter of total consumption, while electric cars are a small but growing driver of electricity demand. The use of alternative fuels, notably biofuels, represents 5% of energy use from cars today and is set to grow in support of policy priorities such as fuel diversification and emissions reductions. The extent and pace by which cars electrify, however, is what will affect future car manufacturing as well as the energy sector the most, and explains the focus of this report. ICE sales will not fade quickly – car manufacturers…

…the global energy transition. Its vast renewable energy resources, strong biofuels sector and ambitious climate commitments offer distinct advantages in the low-carbon economy. The country has introduced a comprehensive National Energy Transition Policy (PNTE) aimed at achieving net zero greenhouse gas (GHG) emissions by 2050, supported by the Energy Transition Plan (PLANTE) and the Energy Transition Forum (FONTE). In 2024, the country also launched the Low-Carbon Hydrogen Law, the Brazilian Greenhouse Gas Emissions Trading System Law, the Fuel of the Future Law and the Energy Transition Acceleration Program, further boosting momentum for the energy transition. These initiatives seek to…

Global EV Outlook 2025 Trends in electric car affordabilityTrends in electric car affordability

Falling battery pack prices and intensifying competition underpin progress in electric car affordability Today, electric cars often have a lower total cost of ownership than ICE cars over the vehicle lifetime, due to reduced fuel and maintenance expenses. However, reducing the purchase price gap will be key to broader uptake. In Europe, for example, respondents to a 2023 survey by the European Commission identified the price of battery electric cars as the main barrier to adoption. While battery electric car prices generally fell in 2024, the price gap with ICE cars remains in most regions. Electric car affordability has made…

Global Methane Tracker 2026 Regional insightsRegional insights

Central and South America The fossil fuel sector in Central and South America emitted just under 8 million tonnes (Mt) of methane in 2025, around half of which was from oil and gas facilities in Venezuela. Oil and gas facilities are the main sources of methane emissions in Venezuela, Argentina and Brazil, whereas in Colombia emissions are split roughly evenly between coal mining and oil and gas activities. In Venezuela, the upstream methane emissions intensity of oil and gas operations is nearly six times the global average, and flaring intensity is around 12 times higher. The intensities of operations in Argentina…

                Portugal 2026 Executive summaryExecutive summary

…IEA Member countries. Portugal is entering a mid‑transition that requires managing two interconnected energy systems that are moving in opposite directions: one is based on renewables and electrification and must scale up rapidly; the other is a legacy fossil fuel system that must decline in an orderly way to avoid stranded assets and price shocks. Electricity is becoming the central pillar of energy security and the main driver of emissions reductions.Portugal has established an ambitious direction for its energy transition through a series of strategic policy documents centred on the National Energy and Climate Plan (NECP). The NECP sets…

Jet fuel demand accounts for around 7% of global oil demand. Jet fuel markets look to be particularly vulnerable to an extended loss of Middle East production and exports, given limited flexibility elsewhere to increase output. 8. Avoid air travel where alternative options exist Description: Travel for work accounts for a large share (between 20% and 40%) of aviation activity. In many cases, travel for work can be temporarily substituted by virtual meetings. A reduction of around 40% of flights taken for work purposes is feasible in the short term, while maintaining productivity.Impact: Very high voluntary participation to work…
