This law establishes and mandates the Ministry of Oil to implement the general policies of the oil and gas sector in Iran. This includes policymaking, governance, planning and monitoring of all upstream and downstream operations in the oil, gas, petrochemical and refining sectors. It shall also oversee the sovereignty and public ownership of oil and gas resources on behalf of the government. This regulation implements the United Nations Climate Change Framework Convention (UNFCCC) and the Kyoto Protocol in Iran. It requires all entities to follow pertaining guidelines and to report related activities continuously.
It also established a national committee with the primary objective of increasing cooperation with international entities and monitoring domestic measures to comply with UNFCCC and Kyoto Protocol regulations.
