ELAN law on housing and decree 2019-771
On 24th of November 2018, France adopted law number 2018-1021 of 23 novembre 2018 "portant évolution du logement, de l'aménagement et du numérique”, commonly know as the ELAN Law on housing.
The ELAN Law implements changes in urban planning and property legislation. Article number 44 facilitates installation of renewable energy technologies and production of electricity. -

On July 26, the transport ministries of France and Spain launched an intergovernmental commission to organize combined road and maritime transport routes between the northern French coast and Spains principal Atlantic ports. The "modal shift" project aimed to reduce road traffic and related GHG emissions be moving freight from trucks to cargo ships between French and Spanish ports.

Global Hydrogen Review 2026 Policy
A total of USD 41 billion in public funding has been identified in policy updates made since the Global Hydrogen Review 2025 (GHR-25). Nearly two-thirds of this funding is linked to legislation in force and almost 25% has already been disbursed to projects, triggering final investment decisions (FID).
