Electricity Mid-Year Update 2025 Emissions: Power generation CO2 emissions are plateauing
…following an increase of 1.6% in 2023. Last year was even hotter than in 2023 – making it the warmest year on record – with the heat waves boosting electricity demand for cooling. Nonetheless, growth in power sector emissions showed signs of slowing down as rapid deployment of renewables constrained increases in fossil-fired generation. As this trend continues, we expect 2025 emissions to plateau and remain relatively unchanged. In 2026, we forecast a slight decline of less than 1%, as the increase in low-emissions generation depresses fossil-fired output. Deviations from normal weather conditions, such as intense heat waves…

Gas Market Report, Q2-2026
This edition of the IEA's quarterly Gas Market Report provides a comprehensive review of developments during the 2025/26 heating season and a special spotlight on the effects of the war in the Middle East on international gas markets. Amid the major supply shock caused by the disruptions to shipping through the Strait of Hormuz and attacks on regional energy infrastructure, it examines the conflict’s implications for gas supply and demand at both the regional and global levels. The report also analyses the consequences for storage, shipping and prices – providing critical insights on evolving market trends. The loss of nearly…

Lithuania 2025 Executive summary
Energy independence is the key principle guiding Lithuania’s energy strategy. Lithuania moved with pace and determination to end its reliance on energy imports from the Russian Federation (hereafter, “Russia”). Thanks to strategic infrastructure investments, Lithuania is an important regional energy hub, and with the recently completed electricity grid synchronisation with the Continental European Synchronous Area (CESA), the Baltic states have successfully disconnected from the Russian-controlled system. While these are important achievements, Lithuania’s final energy consumption remains highly reliant on imported fossil fuels, notably in transport, and a significant share of electricity demand is met by imports. This…

Electricity Market Design
Building on strengths, addressing gaps Electricity markets play a central role in balancing supply and demand, guiding operational decisions and shaping investment outcomes. As systems change with higher shares of variable generation, greater decentralisation and evolving patterns of electricity use, the ability of market designs to deliver secure and affordable electricity has never been more critical. If market arrangements do not keep pace with these developments, the functioning of electricity systems could become more uncertain and more costly. This report provides a cross-regional assessment of how wholesale electricity markets and their complementary policy mechanisms are performing today. We find…

IEA Guide to Reporting Energy Technology RD&D Budgets
This manual, developed by the International Energy Agency (IEA), provides comprehensive guidance for national experts responsible for reporting energy technology research, development, and demonstration (RD&D) budgets. It outlines the methodology and classification system used to collect and structure RD&D data across IEA member countries, ensuring consistency and comparability. The manual is divided into two main sections: fundamentals of RD&D budget reporting and a detailed classification of energy technologies. It defines RD&D in alignment with the OECD Frascati Manual and clarifies the scope of public and private sector reporting. It also provides instructions for completing the IEA…

Renewables in District Energy
This report examines how renewables can play a larger role in district energy systems, helping to deliver cleaner, more secure and more efficient heating and cooling. District energy networks already supply heat to around 600 million people worldwide, but many systems remain heavily dependent on fossil fuels, exposing consumers and utilities to price volatility, supply risks and high emissions. The report provides a global overview of district energy systems, their fuel mixes, market conditions, governance models and affordability implications. It explores the growing opportunities offered by renewable and recovered heat sources, including bioenergy, geothermal, solar thermal, waste heat, large-scale heat…
