Cost of Capital Observatory
…capital for clean energy projects in emerging and developing economies The Cost of Capital Observatory is an initiative from the IEA, the World Economic Forum, ETH Zurich and Imperial College London. The aim of the Observatory is to increase transparency in the energy sector and inspire investor confidence, especially in emerging and developing countries where data on financing costs is scarcer. The Observatory is divided into three sections:A Dashboard that provides free data on the cost of capital for energy projects in emerging and developing economies, updated with 2023 and 2024 data in July and September 2025.A section…

Pledges to Progress 2025
An assessment of transparency of the oil and gas industry’s emissions reduction efforts At COP28, more than 50 of the world’s leading oil and gas companies launched the Oil and Gas Decarbonization Charter (OGDC), laying out a series of ambitions to achieve net zero operational emissions by 2050. As global methane and flaring emissions continue to rise, these ambitions are more important than ever to reduce energy waste and mitigate the harmful consequences of climate change. To support accountability and transparency, the International Energy Agency (IEA), the United Nations Environment Programme (UNEP) International Methane Emissions Observatory (IMEO) and…

Global Methane Tracker 2025
…improving air quality. The energy sector – including oil, natural gas, coal and bioenergy – accounts for more than 35% of methane emissions from human activity and has some of the best opportunities to cut these emissions. The annually updated Global Methane Tracker is an essential tool for raising awareness about methane emissions across the energy sector and the opportunities to bring them down. The Tracker presents our latest sector-wide emissions estimates – based on the most recent data from satellites and measurement campaigns – and discusses different abatement options along with their associated costs. This 2025 update adds several new elements, including:…

Stepping Up the Value Chain in Africa
…from producing key energy technologies today. In Africa, there are currently only a small number of facilities dedicated to the beneficiation and processing of critical minerals and resources essential for energy technologies and materials, and only a handful of plants for manufacturing such technologies. In light of this, the government of South Africa requested that the IEA provide insights into potential opportunities for sustainable industrialisation in Africa to inform discussions at the G20 meetings in Johannesburg in 2025. This report explores selected elements of these opportunities and presents strategic considerations for countries seeking to diversify and expand their energy technology manufacturing…

Energy savings
…increased activity, such as home building and increased home sizes. In the transport sector, most efficiency improvements were realised in passenger vehicles – around one-sixth of the total. These energy savings were higher than the increased demand due to the rising number, frequency and distance of people travelling. Efficiency improvements in freight transport, such as trucks, drove around 1% of the total energy savings. This was lower than the rise in freight transport activity over the same period. National Climate Resilience Assessment for Mozambique
…end of the century. Diversifying the power generation mix guards against some of these risks. Mozambique envisages the deployment of 1 GW of new solar PV and up to 0.5 GW of onshore wind capacity by 2030. Considering changing precipitation patterns and risks for floods and droughts in siting new projects would also be important to reduce the risk of asset damage and loss.Heavy precipitation and floods could also pose a risk to the secure operation of Mozambique’s coal mines. As Africa’s second largest coal producer, Mozambique’s economy strongly relies on these exports, which made up 13…
