IEA at COP28: IEA and COP28 high-level dialogue on building a 1.5 °C-aligned energy transition

The COP28 Presidency-designate and the IEA, in conjunction with IRENA and supported by the UNFCCC Secretariat, have convened a series of High-Level Dialogues to build momentum between countries and companies on the energy transition in the run-up to COP28 and 1.5°C compatible energy transition pathways.

The COP28 Presidency and the IEA have convened a series of four High-Level Dialogues leading up to COP28, in conjunction with IRENA and supported by the UNFCCC secretariat, to build momentum on the energy transition in the run-up to COP28 and 1.5°C compatible energy transition pathways. We have heard perspectives from countries, companies and international organizations on the critical components of building a 1.5°C-aligned energy transition. In addition to this, we have spoken to many leaders and decision makers about their challenges, achievements and ambitions for the future.

We have been encouraged by the consistent level of ambition and have heard overwhelming agreement on the importance of keeping a 1.5°C-aligned pathway alive. This requires the world to accelerate action both on decarbonizing the energy system of today and building the energy system of the future. The following key recurring themes were voiced and acknowledged independently and consistently as critical to achieve this pathway and will be addressed during the final High-Level Dialogue:

  1. We must rapidly scale-up installed renewables capacity and transition away from fossil fuels.
  2. This requires substantial increase in the deployment of finance across both developed and developing markets.
  3. This transition must be both just and orderly, with the benefits spread fairly.
