Regulators from around the world convene in Paris as new network aims to tackle methane emissions
The IEA, together with the UNEP‑convened Climate and Clean Air Coalition (CCAC), co‑hosted the inaugural plenary meeting of the Methane Regulator‑to‑Regulator (MR2R) Network at the IEA headquarters in Paris on 14-15 April 2026.The two‑day meeting brought together government officials and regulators from nearly 30 countries and regional organisations, alongside representatives from international partner organisations. The MR2R Network is a joint initiative of the IEA and CCAC, designed to support peer‑to‑peer exchange among regulators and accelerate effective methane abatement.Participants exchanged views on the latest global methane emissions trends and explored how regulators can translate high-level commitments into…

New Source Performance Standards: Greenhouse Gas Emissions from New, Modified, and Reconstructed Fossil Fuel-Fired Electric Generating Units
The US EPA announced in April 2024 updated pollution standards for existing coal-fired and new gas-fired power plants. Guidelines for gas-fired power plants set two gradual phases, aiming at a large implementation of carbon capture and storage by 2032. Standards and guidelines for new coal-fired power plants on their end set new base load combustion turbines to have until January 1st, 2032 to meet an emission standard based on 90% capture of CO2 emissions. Existing power plants that have committed to cease operations by January 1st, 2039 will have a numeric emission rate limit based on…

Notification No. S.O. 3305 on Thermal Power Plants Standards
The regulation aims at limiting air pollutants steming from thermal power plants. Standards for coal based power plant's units installed before December 2003 are as follow: SO2: 200-600 mg/nm3 // NOx: 600 mg/nm3 // PM: 100 mg/nm3 // Hg: 0.03 mg/nm3. Standards for coal based power plant's units installed between January 2004 and December 2016 are as follow: SO2: 200-600 mg/nm3 // NOx: 300 mg/nm3 // PM: 50 mg/nm3 // Hg: 0.03 mg/nm3. South Africa Sector Jobs Resilience Plans
…for coal-fired electricity due to an expansion of renewables and efficiency and policies for lower carbon intensity from electricity generation. To complement the NEVA, the country’s National Climate Change Response White Paper requires the development of Sector Jobs Resilience Plans (SJRPs) for each value chain. The SJRPs aim to assess opportunities to transition these sectors to green jobs and industries and to protect vulnerable groups that will be impacted by the changes. For coal, the SJRP estimated in 2020 that value chain employment is more than 120 000 workers, out of which 80 000 work in coal mining…

EU RES-SKILL project
…some skills of coal workers, such as experience in hazardous environments as well as employment of manual and sophisticated technologies, are applicable in the solar photovoltaic (PV) and wind industries, especially for solar PV installers and technicians as well as for windfarm and wind turbine operators. In this regard, coal workers can more quickly transfer their skills, bypassing lengthy training of around two years for VET courses; instead, they might only need a short course or on-the-job training. The project employs a three-step methodology: 1) identifying the main occupation profiles in the coal industry and renewables sector…

South Africa’s just transition social dialogue
South Africa has undertaken early national engagement on a just transition for its coal industry in a context where coal accounts for 73% of the country’s energy supply and about 1% of direct formal employment. The Congress of South African Trade Unions initiated the just transition conversation as far back as 2011. The concept was then included in several high-level planning and policy documents, including in South Africa’s 2012 National Development Plan, to eradicate poverty and reduce inequality by 2030. The country was also the only one to highlight the importance of a just transition as part…
