                Kazakhstan

Kazakhstan is a significant producer of coal, crude oil and natural gas, and a major energy exporter. While coal dominates the country’s energy mix, renewable sources of energy are a small but growing share of Kazakhstan’s electricity generation. Gas pipeline network expansion remains a priority, in order to expand access and reduce reliance on coal and LPG for household consumption. Kazakhstan is part of the EU4Energy Programme, an initiative focused on evidence-based policymaking for the energy sector.

Electricity Market Design Executive summaryExecutive summary

…network development delays and broader geopolitical pressures have all contributed to a more uncertain operating environment. Since 2019, many jurisdictions have seen annual wholesale market price volatility at five to nine times 2019 levels. In Europe in 2021, triggered by the sudden and drastic reduction in Russian pipeline gas deliveries to Europe, wholesale electricity prices increased over four times compared with levels in 2019. These increases were largely the result of volatile and rising gas prices, prompting over 400 emergency measures to mitigate impacts on consumers. These experiences have heightened public and political scrutiny of electricity markets and underlined the importance of…

…Other notable delays or decreases in stringency included revisions to the United Kingdom’s plans to phase out new gas boiler installations, Canada pausing its 2026 zero emissions vehicle mandate to give the automotive industry additional time to prepare, and the Eurasian Economic Union (comprising Armenia, Belarus, Kazakhstan, the Kyrgyz Republic and the Russian Federation) delaying the implementation of MEPS for energy-consuming devices and industrial motors from 2025 to 2028. Rolling back minimum performance standards does not cause an immediate drop in efficiency, but over time it can shift the types of appliances sold and reduce pressure on manufacturers to develop more efficient...

                Coal Mid-Year Update 2025 PricesPrices

…After the historic price spikes and extreme volatility of 2022, global thermal coal markets entered a phase of significant correction in 2023. This shift was driven by a combination of expanding supply, softening natural gas prices, reduced concerns over energy security, and the realignment of trade flows in response to sanctions on Russian coal exports. The ARA and Newcastle FOB price benchmarks began to decline from late 2022, reflecting a broader rebalancing of market fundamentals. In 2023 and 2024, thermal coal prices peaked at European ports, reaching approximately USD 152 per tonne. Australian ports followed with peak prices around USD 121 per…

Gas Market Lessons from the 2022-2023 Energy Crisis IntroductionIntroduction

…fragile environment following the 2022-2023 supply shock. Despite fast reorganisation of available liquefied natural gas (LNG) volumes in response to the loss of Russian pipeline flows in Europe, LNG trade flexibility did not equate to compensating lost volumes in globally traded gas. With less natural gas swing production capacity available to the market – namely as a result of the sharp drop in Russian supply to Europe – developing alternative flexibility and reserve options in the global gas and LNG market will be essential in better preparing for future gas supply shocks.Second, although the concurrent needs of the world’s…
