Indicators Handbook for Just and Inclusive Energy Transitions Key findings from workshops on challenges and opportunities for tracking progress on just and inclusive energy transitionsKey findings from workshops on challenges and opportunities for tracking progress on just and inclusive energy transitions

Several challenges and opportunities emerged from the seven workshops. These include: Data improvements and digital opportunities Improving the availability of disaggregated data offers new ways to monitor key just transition dimensions.Clean energy programmes and policies can affect groups differently. Indicators tracking their just and inclusive dimensions, therefore, require disaggregated data that allow for intersectional analysis of key socio-economic factors such as gender, age, disability, household tenure, migration status or rural-urban divides. While the availability of disaggregated data remains a fundamental challenge for tracking just transitions across the world, improving it also represents a major opportunity for policymakers…

China’s Official Energy Finance in Emerging and Developing Economies Case 1. Uzbekistan 1-GW Solar PV ProjectCase 1. Uzbekistan 1-GW Solar PV Project

…EPC projects, the company has, over the past decade, shifted towards an integrated “EPC + own + operate” model, particularly for renewables. This strategic shift aligns with China’s dual-carbon goals, its pledge to stop building new coal plants overseas and the growing demand for invest-and-operate models in EMDE markets. In February 2023, CEEC signed a memorandum of understanding with the Uzbekistan Energy Ministry and committed to developing a total of 2-GW of solar power in Uzbekistan. As part of its commitment, a 1-GW solar photovoltaic (PV) complex project, consisting of two 500-MW solar farms, was…

Financing Electricity Access in Africa State of playState of play

…this financing is channelled through government agencies and state-owned utilities. However, utilities across the region face financial pressures due to high operational costs, low tariffs and collection rates, hindering their ability to deliver last-mile programmes and often requiring government budgetary support.Current financing trends reveal a major gap in the availability of equity. Equity investment averaged USD 450 million per year during 2019-2023, and while there has been a gradual annual increase since 2020, it has been concentrated in mature companies and markets, preventing early-stage companies from being able to scale up or fund growth into new projects.

                Chile

Chile’s energy policy has evolved dynamically in recent years. In response to changes in the domestic and international environment, significant institutional and policy reforms as well as major infrastructure projects have been carried out. In 2022, Chile’s Ministry of Energy published an update to its the Long-Term Energy Policy (PELP, first published in 2015), which re-emphasises the pledge to net-zero, laying out a clear decarbonisation pathway that addresses all sectors of the national economy.
Based on its excellent renewable energy resources, Chile has taken a globally leading role in clean energy, and emerged as a…

Lithium‑iron phosphate (LFP) batteries now account for around 90% of deployments; while less energy‑dense than rival chemistries commonly used in EVs, LFP batteries are typically cheaper and better suited to more frequent cycling. Just five years ago, the market share of LFP batteries in deployments was well below 50%. Around 80% of new battery capacity in 2025 was utility‑scale. The remainder was behind-the-meter capacity installed by commercial and residential consumers. Battery storage durations are gradually lengthening. While most projects still cluster around two hours, an increasing number can be deployed for…

However, more public chargers are needed to support mass adoption of EVs among segments of the population without access to home chargers. In 2024, more than 1.3 million public charging points were added to the global stock, representing an increase of more than 30% compared to the previous year. Just the charging points added in 2024 were approximately equal to the…
