Outlook for Biogas and Biomethane Key issues affecting biogas and biomethane projectsKey issues affecting biogas and biomethane projects

Development of feedstocks Differences in policy implementation and feedstock availability has resulted in feedstock mixes that vary widely by country and region: In Europe, biogas production was initially supported by feed-in tariffs and relied on energy crops as an important feedstock. Given the land use and biodiversity concerns associated with energy crops, this landscape has since changed, with several European countries implementing restrictions on their usage. The feedstock mix in Europe is now moving towards a mix of agricultural residues, animal manure, organic municipal solid waste and industrial waste.  In China, household and farm biodigesters were central to biogas…

                Critical Minerals

Critical minerals are essential for a range of today’s energy technologies and for the broader economy. For example, lithium, nickel, cobalt, manganese and graphite are crucial to battery performance. Rare earth elements are essential indispensable to the permanent magnets used in wind turbines and electric vehicle motors. Electricity networks need a huge amount of aluminium and copper, the latter of which is the cornerstone of all electricity-related technologies. As demand for these materials grows strongly, their strategic importance has also increased – and policymakers have made ensuring secure and resilient mineral supply chains a major priority. Southeast Asia Energy Outlook 2026 Executive summaryExecutive summary

Southeast Asia is a very dynamic region that is set to be a major driver of global energy demand growth, but the Middle East conflict has provided a stark wake-up call for the region’s energy system. Southeast Asia accounts for 9% of the world’s population and 4% of its GDP, but nearly 20% of global energy demand growth to 2035 under today’s policy settings. The disruption in global fuel markets has exposed deep structural vulnerabilities linked to import dependence, limited diversification and concentrated supply routes. Before the crisis, around 60% of Southeast Asia’s imports of…

This report explores the current policy landscape for distributed solar PV in Ukraine and outlines three potential policy options to accelerate the deployment of this technology. It focuses on expanding the capacity of distributed solar PV to achieve the modelled results from IEA report Empowering Ukraine through a Decentralised Energy System, which outlines a pathway to rebuild and modernise Ukraine’s power sector amid ongoing attacks on energy infrastructure. The IEA estimates Ukraine would need to add around 4 GW of distributed PV per year until 2030 (over 24 GW in total) to create a more decentralised and secure power…

                Tajikistan

Hydropower is the main source of energy in Tajikistan, followed by imported oil, gas and coal. However, Tajikistan's energy sector is prone to supply shocks, due to seasonal shortages. Energy policy focuses on providing uninterrupted energy access to all users while improving regional co‑operation and energy sector efficiency, but significant domestic and foreign investment will be necessary for continued energy sector development. Tajikistan is part of the EU4Energy Programme, an initiative focused on evidence-based policymaking for the energy sector.

Global Critical Minerals Outlook 2025 Policy mechanisms for diversified mineral suppliesPolicy mechanisms for diversified mineral supplies

Increasing cost pressures in operations outside dominant producers pose risks to diversification and sustainability efforts Supply chains for key energy minerals are highly concentrated, creating strong incentives for policymakers to build more secure and resilient supply chains through greater diversification. This concentration is often underpinned by network efforts, lower costs, and, in many cases, by relatively energy- and emissions-intensive processes. Capital expenditures for mining and refining in regions outside the dominant player are typically 50% higher than those within the top producing country. These producers also often face higher all-in sustaining costs, making it difficult to remain profitable…

…80% higher than in advanced economies. Higher financing costs affect the financial viability of projects, leading to higher energy prices. Furthermore, real and perceived risks affect the attractiveness of projects to investors. One such risk is off-taker risk, which arises from the inability of distribution companies to pay generation companies fully and on time. As of March 2025, distribution companies in India owed more than USD 9 billion in unpaid dues. The accumulated losses of distribution companies in India stood at USD 75 billion in 2023. Another risk is the inadequacy of transmission infrastructure, which has impeded 60 GW of renewable capacity in India.

                Russia's War on Ukraine

The new energy world The global energy landscape has changed dramatically The energy sector continues to feel the effects of Russia’s invasion of Ukraine, which in February 2022 sparked the first truly global energy crisis. Two years on, energy prices have pulled back from record highs, but trends vary widely among regions. In many parts of the world, prices are still elevated  – holding back economic growth, straining the finances of households and businesses, and complicating efforts to improve access to electricity. Energy markets, faced with an unusually high degree of geopolitical uncertainty, remain on edge.In Ukraine, the energy sector…
