Best Practices and Insights to Expand Clean Energy Access and Adoption

This report was commissioned by the European Commission to serve as a technical repository of analysis and evidence-based practices in support of the Campaign on Sustainable Lifestyles, Fairness and Access to Clean Energy Technologies. The analysis presented draws on discussions and research shared during the Widening Participation in Clean Energy workshop held in Brussels, contributions presented at the official all-member meetings of the Campaign on Sustainable Lifestyles, and the IEA’s analytical work in areas such as people-centred clean energy transitions, affordability, energy efficiency and clean energy access. This work is organised into three chapters, each corresponding…

Responding to Satellite Notifications from the Methane Alert and Response System

In 2023, the International Methane Emissions Observatory launched the Methane Alert and Response System, the first global system to provide free satellite-based alerts on major emission events to governments. Prompt reaction to MARS notifications has led to the successful mitigation of methane leaks in several countries. However, the global response rate to MARS notifications remains relatively low, suggesting that further measures may be required to transform satellite alerts into actionable responses for governments. The IEA, in collaboration with IMEO, has prepared this technical guidance document to assist governments seeking to improve action on MARS notifications and reduce methane emissions…

It provides a thorough review of recent market developments ahead of the 2025-26 winter season in the Northern Hemisphere – and includes forecasts for how supply and demand could evolve to 2030.The report also includes the IEA’s detailed annual assessment of gas supply security, including the implications of LNG contracting trends, and features a special spotlight on the potential to deploy carbon capture technologies along LNG value chains to reduce the emissions intensity of supply. Additionally, as part of the IEA’s Low-Emission Gases Work Programme, it includes a section on…

Energy Technology Perspectives 2026 Executive summaryExecutive summary

…Increased use of fuels that are more costly and still at low levels of market penetration, such as sustainable aviation fuels and other hydrogen-based fuels, would require stronger policy support. The market outlook for low- and near-zero emissions materials is very uncertain as production cost premiums remain high. Technologies like cement kilns fitted with carbon capture, and steel furnaces using electrolytic hydrogen, are expected to cost significantly more than their conventional counterparts over the next decade in most regions. The outlook for near-zero emissions materials is therefore highly dependent on policy support: the market value for near…

What it would take to unlock the next phase of hydrogen growth

…that can produce low-emissions hydrogen have attracted a lot of interest from governments given their potential to reduce greenhouse gas emissions and diversify energy supply, particularly in countries that have a large dependence on fossil fuel imports.Low-emissions hydrogen production – or the production of hydrogen from low-emissions electricity via water electrolysis, from bioenergy or from fossil fuels in combination with carbon capture and storage – is still at an early stage today. But it saw impressive momentum in the early 2020s, when a wave of ambitious government commitments was met with a vigorous response from the private sector…

                Bioenergy

Led by bioenergy, renewable fuels could approach 6% of energy demand from industry, buildings and transport in 2030
By 2030, renewable fuels are set to account for 5.5% of energy consumption from the industry, building and transport sectors. Demand is due to expand in all regions, but it is concentrated in China, Brazil, Europe, India and the United States, which collectively support more than two-thirds of the forecasted growth. All five countries and regions have dedicated support policies for several – and, in some cases, all – renewable fuels. These vary by fuel, sector and country, but they often include…

From farms to fuel: Ukraine’s biomethane opportunity for energy security and European decarbonisation

…in terms of available feedstock.  Ukraine’s biomethane sector benefits from another advantage in addition to feedstock availability: well-developed domestic gas infrastructure. The country’s extensive gas network connects in the West and South to Poland, Hungary, Slovakia and Romania via Moldova, with a combined exit capacity of around 140 bcm of natural gas per year. Ukraine also hosts Europe’s largest underground gas storage facilities, with a total capacity of 31 bcm. Located mainly in the western part of the country, far from the frontline, these facilities could also be used to store biomethane alongside natural gas. Together…

Breakthrough Agenda Report 2025 Cement and concreteCement and concrete

State of the transition Emissions Total CO2 emissions are higher today than in 2015. Reductions in recent years have come from declines in global production, while direct CO2 emissions intensity remains unchanged. Both need to fall in the coming years to get on track for net zero by 2050, with contributions from improved material efficiency, greater use of alternative fuels and supplementary cementitious materials (SCMs), and CCS. Cost Production costs for early commercial plants for near-zero emissions cement using CCS are estimated to be 75-150% higher than today’s conventional plants, varying by region. This cost premium will…

Demand- and Supply-Side Measures for the Industry Transition

Policy brief As governments look to scale up lead markets for near-zero and low-emissions steel and cement, targeted policy measures can help overcome commercialisation barriers, capture emerging market opportunities and support broader government objectives. This policy brief explores a variety of possible policy instruments to stimulate demand and supply of such industrial materials, providing options that governments could adopt and adapt as part of their industrial policy framework – tailored to their unique circumstances to enhance effectiveness – along with practical next steps towards implementation.

…economic efficiency, environmental sustainability and safety. Achieving the aim of carbon-neutrality by 2050 will require substantially accelerating the deployment of low-carbon technologies by 2030, to address regulatory and institutional barriers and further enhance competition in energy markets. It will also be important to develop different decarbonisation scenarios and to prepare for the possibility that certain low-carbon technologies, such as nuclear, might not expand as quickly as hoped. Stronger reliance on market-based instruments, such as carbon pricing, could be one policy option for Japan to cost-effectively reduce emissions, foster innovation and further increase the country’s…
