National Climate Resilience Assessment for Mozambique
…Mozambique’s economy strongly relies on these exports, which made up 13% of GDP in 2023. Mozambique plans to give natural gas exports a key role in increasing government revenues in the future. Offshore extraction and floating liquified natural gas assets recently developed have been designed with additional measures to withstand tropical storms and cyclones. While Mozambique's temperature increase is set to remain below the global average in a scenario where overall warming is kept below 2 °C by the end of the century, this trend is projected to reverse in a scenario with a global warming of above 3 °C…

Gas Market Lessons from the 2022-2023 Energy Crisis Impact analysis of the two largest LNG import regions
…variable nature of Europe’s gas demand, underground gas storage plays a crucial role in balancing both seasonal and immediate fluctuations in demand and supply, acting as an important pillar of the continent’s security of supply. Finally, beyond access to varied supply sources and sizeable underground gas storage capacity, Europe’s – and more specifically the European Union’s and the wider Energy Community’s – gas market is underpinned by an important regulatory framework. The framework provides visibility and predictability to the rules dictating trade in natural gas. Successive regulatory packages have enshrined principles of fair competition and market access…

Hydrogen
Low-emissions hydrogen projects are set to grow strongly despite wave of cancellations and persistent challenges
Worldwide hydrogen demand increased to almost 100 million tonnes in 2024, up 2% from 2023 and in line with overall energy demand growth. The vast majority of this was met by hydrogen produced from fossil fuels without measures in place to capture associated emissions. Sectors that have traditionally used hydrogen, such as oil refining and industry, remained the biggest consumers.
The uptake of low-emissions hydrogen is not yet meeting the expectations set by industry and governments in recent years, especially in light of…

Sheltering From Oil Shocks
Measures to reduce impacts on households and businesses The conflict in the Middle East has created the largest supply disruption in the history of the global oil market, due to the near halt in shipping traffic through the Strait of Hormuz. The loss of supply is having significant impacts in global markets, pushing up prices for crude oil above $100/barrel, and leading to much higher prices for some refined products – notably diesel, jet fuel and liquefied petroleum gas (LPG). Concerns are growing about the impacts of higher prices on households, businesses and the broader economy. In this report, the…

Global Methane Tracker 2026 Addressing methane in the marketplace
…global methane emissions would fall by more than 12 million tonnes (Mt), or around 20% of total upstream oil and gas methane emissions. The real-world impact of a methane import standard would depend heavily on its design, enforcement and compliance. If import penalties are low relative to abatement costs, exporters and importers may choose not to comply. Alternatively, exporters could adjust trade flows (physically or via tradeable certificates) so that fuel with low-emissions intensity is directed to countries with an import standard, while higher-emission fuels are either consumed domestically or exported to unregulated markets. In this case…

Uzbekistan
Despite being energy self-sufficient thanks to its gas sector, Uzbekistan's ageing infrastructure struggles to meet growing domestic demand. Losses, overuse and financing remain problematic. Wide-ranging reforms focused on improving and diversification the energy sector are being introduced and the government has adopted the Strategy of Actions 2017-2021, which prioritizes improving energy efficiency and increasing generating capacity and use of renewables. Uzbekistan is part of the EU4Energy Programme, an initiative focused on evidence-based policymaking for the energy sector.

Since 2023, around 20 new companies joined OGMP 2.0, bringing coverage to just over 40% of global oil and gas production.OGCI’s Aiming for Zero Methane Emissions Initiative aims to eliminate all methane emissions from the oil and gas sector by 2030. OGCI also facilitates peer-to-peer learning through its role as the secretariat of the OGDC, which includes knowledge-sharing and collaboration programmes to disseminate solutions. With the recent inclusion of PetroChina, the OGDC’s membership now accounts for around 40% of global oil and gas…

Portugal 2026 Policy recommendations for Portugal
…to materialise. To stay on track to meets its goals, Portugal needs to translate its strategic ambitions into a coherent, co-ordinated national roadmap, such as the Roadmap for Carbon Neutrality, which is under review in 2026. While the NECP identifies clear objectives, the pathways for achieving them are dispersed across numerous strategies, regulatory reforms and funding programmes. This fragmentation makes it difficult to align investment planning, infrastructure needs, workforce development and consumer incentives. A national roadmap would integrate these efforts, increase transparency, and provide clarity and direction for authorities, industry and consumers. The roadmap should be built on bottom…
