COP28 Tripling Renewable Capacity Pledge 2025: Update

…200 countries from June 2024 to December 2025 to identify how national renewable capacity ambitions have changed since the last report. This analysis benchmarks renewable ambitions in new NDC submissions against national plans. The report also assesses how they both align with the tripling global renewable capacity by 2030 pledge.Renewable Energy Progress Tracker now includes updated data on countries' ambitions from this report. This report was produced with the financial assistance of the European Union as part of its funding of the Clean Energy Transitions in Emerging Economies programme (CETEE-2) within the IEA’s Clean Energy Transitions Programme.

                Ukraine’s Energy Security

…importance. While Ukraine made strong strides in rebuilding and strengthening the resilience of its energy system this past spring and summer, the situation remains fragile, and the risk of huge disruptions and widespread destabilisation remains – particularly as Russia expands the scope and sophistication of its attacks. This analysis builds on the IEA’s September 2024 report, Ukraine’s Energy Security and the Coming Winter. It provides an update on the latest developments through October 2025 and proposes key actions that Ukraine and its partners can take to address urgent energy security vulnerabilities this winter and bolster longer-term energy resilience…

Assessing emissions from LNG supply and abatement options

…occurring CO2 from LNG supply.  Introduction Around 550 billion cubic metres (bcm) of natural gas were exported as liquefied natural gas (LNG) in 2024, just under 15% of global natural gas consumption. A further 500 bcm of natural gas were transported through pipelines. Global LNG supply has grown faster than overall natural gas demand in recent years. This trend is set to continue with the arrival of nearly 300 bcm of new annual LNG supply capacity between 2025 and 2030. Previous International Energy Agency (IEA) analysis has highlighted that the greenhouse gas emissions associated with extracting, processing and transporting natural gas are…

                Multiple Benefits of Energy Efficiency

As energy efficiency continues to gain attention as a key resource for economic and social development across all economies, understanding its real value is increasingly important. The multiple benefits approach seeks to expand the perspective of energy efficiency beyond the traditional measure of energy savings by identifying and measuring its impacts in full bloom.

Integrating Distributed Energy Resources in China

Lessons from international experience Like no other country in the world, the People’s Republic of China (hereafter, “China”) is witnessing rapid growth in distributed energy resources (DERs), including rooftop solar photovoltaics, battery storage and electric vehicle (EV) chargers. As China advances towards its carbon peaking and neutrality goals, these resources offer a unique opportunity to support a more flexible, efficient and resilient power system, provided their integration is well-managed.This report analyses recent trends in DER deployment across China and highlights the emerging challenges their growth poses for power system planning and operation, calling for renewed attention to…

Ensuring a Strong Labour Dimension for Just and Inclusive Energy Transitions

IEA Clean Energy Labour Council Workers play a critical role in the global energy system, providing key services across many areas of the energy sector. To give a greater voice to the labour perspective in energy and climate policy discussions, the IEA Executive Director, Dr. Fatih Birol, convened the Clean Energy Labour Council in 2022. The Labour Council brings together representatives of the world’s most important national trade unions and trade union confederations, as well as prominent thinkers on the topic, to foster engagement between the IEA, energy policy makers, and the labour movement. The IEA Clean Energy Labour…

Blueprint for Action on Just and Inclusive Energy Transitions

…In this Blueprint for Action, the Global Commission has developed a guide for governments and other stakeholders about how just and inclusive clean energy transitions can be designed and implemented. Based on the voluntary principles endorsed by G20 leaders in 2024, the Global Commission has provided examples to highlight how energy policies can be designed and implemented to support fairer outcomes. The Global Commission has focused on key aspects of each principle and shared selected policies from around the world to show how these are being addressed in different settings. The 2024 Global Commission, convened by IEA Executive Director Dr…

                Delivering Sustainable Fuels

…especially in emerging and developing economies. This report was prepared in support of Brazil’s COP30 Presidency and its Climate Action Agenda. It presents a sectoral analysis of global pathways for accelerating the deployment of sustainable liquid and gaseous fuels to 2035. It also summarises cumulative policy experience to date, identifies key technology and infrastructure requirements for scaling up deployment, and highlights resulting benefits that extend well beyond emissions reductions. Finally, the report outlines priority policy actions for governments seeking to adopt sustainable fuels to achieve measurable emissions reductions, strengthen domestic energy security and foster new opportunities for economic development.
