The French National Strategy for Research and Development in the field of Energy is issued by the ministry in charge of energy (Ministry of Ecology, Energy, Sustainable Development, National Planning and Development) and the ministry in charge of research (Ministry for Higher Education and Research) according to Article 10 of the Programme Law on the orientations of the energy policy of 13 July 2005.

The Strategy aims to increase energy security, to reduce greenhouse gas emissions and mitigate climate change. It thus seeks to promote RD&D in technologies and energy sources that limit GHG emissions and/or increase energy efficiency.

In the field of renewable energy, the Strategy emphasises RD&D in the following areas:

?Biomass, for electricity production, heating, and used as a fuel

?Photovoltaic energy

?A variety of other renewable energies, for whose development the criteria will be: the source?s energy potential, contribution to energy independence, environmental impact (including emissions and waste), the type of technological barriers, the presence and motivation of actors able to develop them.
