Export controls on items for the manufacturing of semiconductors

With a focus on upholding international peace and security, Japan adopted export controls on items for the manufacturing of semiconductors on 23 May 2023 with additional items and report procedures.

The restrictions include:

• Cleaning (3 items)
• Deposition (Film Formation) (11 items)
• Annealing (Heat Treatment) (1 item)
• Lithography (Exposure) (4 items)
• Etching (Chemical Removal) (3 items)
• Inspection (1 item)

Further revisions were made to export report procedures including:

• Operation of the Export Trade Control Order
• Submission documents and precautions for export permits, service transaction permits, applications for export of specific recording media, etc.
• Comprehensive Handling Permit Guideline
