Decree-law 21 March 2022, N. 21, Art. 30

The Italian government passed decree-law 21 March 2022 n. 21, coordinated with the conversion law 20 May 2022 n. 51, containing "Urgent measures to counter the economic and humanitarian effects of the Ukrainian crisis." The measures cover energy and gas prices; support for enterprises; employment; support for road haulage, agriculture, fishing, and tourism; strengthening of security, national defence and electronic communication networks; cybersecurity of networks, information systems and services and supply of critical raw materials. 
Article 30 of the decree-law details provisions for the procurement of critical raw materials. Under the regulation, specified materials (including ferrous scrap) that are exported from outside of the European Union are subject to a notification procedure. The Ministries of Economic Development, Foreign Affairs and International Cooperation must be notified at least twenty days in advance of the operation. Anyone who fails to observe this procedure shall be subject to an administrative fine equal to 30% of the transaction and not less than 30,000 euros for each individual transaction. 
This measure was in force through 31 July 2022.
