Air defence remains the best method to protect Ukraine’s critical energy and civilian infrastructure. However, there are other steps that can be taken to increase Ukraine’s energy security ahead of and during the coming winter. Hydrogen Vehicle and Refuelling Infrastructure Deployment Programme
In 2026, the Ministry of Climate, Energy and Environment launched a large-scale support programme for hydrogen mobility, allocating KRW 576.2 billion in government funding to deploy 7,820 hydrogen vehicles, including 6,000 passenger cars, 1,800 buses, and freight/sanitation vehicles.
