                Sheltering From Oil Shocks SummarySummary

The conflict in the Middle East has created the largest supply disruption in the history of the global oil market, due to the near halt in shipping traffic through the Strait of Hormuz. Some 15 million barrels of crude oil and 5 million barrels of oil products typically traversed the Strait each day, equivalent to around 20% of global oil consumption. These flows have slowed to a trickle. The loss of supply is having significant impacts in global markets, pushing up prices for crude oil above $100/barrel, and leading to much higher prices for some refined products – notably diesel…

Pledges to Progress 2025 Summary of resultsSummary of results

The Turning Pledges into Progress framework contains a total of 25 metrics in three categories: 1) target setting (“Targets”), 2) strategies for implementation (“Strategies”), and 3) disclosure and reporting (“Disclosure”). Target setting comprises six metrics related to emissions reductions and investment in clean energy. All the signatories to the Oil and Gas Decarbonization Charter (OGDC) are assumed to have the aim of achieving these targets. Strategies for implementation comprise eight metrics that describe steps companies can take to achieve these targets; and disclosure and reporting comprises 11 metrics allowing stakeholders to assess how companies publicly report information relevant to achieving the OGDC goals…

Scaling Up Transition Finance Financial institutions and transition financeFinancial institutions and transition finance

A complementary source of finance for transitions Transition finance rests on a practical partnership between corporates and financiers. Successful transitions need finance that goes where the emissions are; this means moving beyond the top performers and working with corporates with material environmental footprints that commit to transition strategies. A common alternative strategy, in which financial institutions simply shift emissions off their balance sheets, creates “financial carbon leakage” and does not reduce real-economy emissions. An IEA survey of financial institutions revealed that differences in regional taxonomies and frameworks pose challenges for cross-border financing. At the same time, it highlighted…

Ramping up Heat Pumps in Moldova: A Roadmap Heat pumps in MoldovaHeat pumps in Moldova

…heating in buildings. To understand their benefits, a brief overview of their operation is required. Heat pumps are different than combustion heating technologies. Instead of burning a fuel such as natural gas or biomass pellets and using the heat of combustion to provide space and water heating, a heat pump uses electricity to run a vapour compression cycle that transports heat from a colder source (ambient heat) to a warmer sink. For example, the heat pump extracts heat from the cold outside air to supply warm air inside a building. If providing cooling, the heat pump works in the opposite…

…animal manure, organic municipal solid waste and industrial waste.  In China, household and farm biodigesters were central to biogas policies of the early 2000s, supporting rural development or waste management. As provinces have gained gas and electricity connections instead, the focus has now shifted to mid- and large-scale plants with diversified feedstock mixes.  In India, government schemes exist both for biogas from livestock waste in rural areas and organic waste in municipal urban areas.  In the United States, landfill gas is currently the main biogas feedstock, but this is set to change as new policies have been introduced that…

Global Methane Tracker 2026 Strategies to speed actionStrategies to speed action

Making a business case for methane abatement Tackling methane emissions from fossil-fuel operations is one of the quickest and cheapest ways to curb global greenhouse gas emissions. Most of the methane abatement measures available today in the oil and gas sector would be cost-effective at a carbon price of about USD 20 per tonne of carbon dioxide equivalent (tCO2‑eq). Methane abatement has not caught on as widely as it could, for several reasons. Companies may underestimate of the scale of the problem or be unaware of the available solutions. Capital is often steered toward higher-profile projects, while corporate…

China’s Official Energy Finance in Emerging and Developing Economies Case 6. CNOOC investment in Guyana: Whiptail Oil FieldCase 6. CNOOC investment in Guyana: Whiptail Oil Field

Project overview and impact Guyana has become a dynamic upstream oil market, transforming from a non-producer to an emerging oil exporter within the decade. Since the first discovery of oil in the Stabroek Block in 2015, six large-scale developments have been approved, turning the area into a central pillar of the country’s economic strategy. Production is expected to exceed 1.3 million barrels per day by 2027, making Guyana one of the largest per-capita oil producers globally. The government’s production sharing contract allocates 14.5% of total crude output to the state, with the remainder…
