Energy Efficiency 2025 Transport
…Finally, the share of heavy-duty trucks is higher than in advanced economies. What are the key measures to accelerate progress? Governments can accelerate progress in passenger cars through electrification and technical efficiency improvements. For example, fuel economy standards accelerate efficiency improvements of internal combustion engine vehicles and can contribute to a faster adoption of electric vehicles. Next to that, bonus-malus schemes and other taxation policies can incentivise the purchase of more efficient cars while penalising less efficient ones, requiring less fiscal space from governments. Last, governments can promote modal shift by creating an infrastructure to make efficient transport…

Gas Market Report, Q2-2025
…America. Underground storage facilities and reserve mechanisms provided crucial flexibility to the gas system and ensured stable and secure gas supplies over the 2024/25 heating season. In 2025, global gas demand growth is forecast to slow from the previous year amid tighter market conditions, while heightened macroeconomic uncertainties may also weigh on demand.Low gas storage levels and reduced piped gas exports from Russia to the European Union are expected to keep market fundamentals tight. Supported by higher storage injection needs, Europe’s LNG imports are forecast to increase in 2025 to near their all-time highs. In contrast…

Belarus
Energy policy in Belarus focuses on providing reliable energy while reducing import–dependence, particularly on natural gas from a single supplier. The government is contemplating attractive investment measures and fuel diversification to reduce natural gas consumption and include more coal and renewables into the country's energy mix, while developing local energy sources and introducing nuclear power.
Belarus has also prioritized improving energy efficiency in electricity and heat production and is phasing out subsidies for electricity, heat and gas, which is expected to make the energy sector more market-focused and investor-friendly. Belarus is part of the EU4Energy Programme…- Overview

Global Energy Review 2026 Oil
…growth in petrochemical intake fell in the European Union, Japan and Korea. Operators were forced to close several plants amid intensifying competition, largely from producers in the United States and China. Overall, feedstock use of oil was flat across advanced economies.Transport demand was lower in Japan and Korea and marginally higher in the European Union. Rises in fuel use in advanced economies were largely restricted to aviation. Improving vehicle efficiencies, particularly due to new hybrid vehicles, and incremental electrification were sufficient to offset rising activity. This resulted in flat road fuel demand in advanced economies in 2025.Emerging market…

Energy Policy Review Government action plays a pivotal role in ensuring secure and sustainable energy transitions. Energy policy is critical not just for the energy sector but also for meeting environmental, economic and social goals. Governments need to respond to their country’s specific needs, adapt to regional contexts and help address global challenges. In this context, the International Energy Agency (IEA) conducts Energy Policy Reviews to support governments in developing more impactful energy and climate policies. This Energy Policy Review was prepared in partnership between the Government of Luxembourg and the IEA. It draws on the IEA’s extensive…

Sustainable Transport Policy for Armenia: A Roadmap
As a part of the EU4Energy Programme, the Armenia Energy Policy Roadmap on Sustainable Transport presents a comprehensive, evidence-based framework for transforming the country’s mobility system into a sustainable and efficient transport system. The strategy seeks to deliver significant reductions in CO₂ emissions while strengthening regional connectivity, fostering economic development, and enhancing energy security. While Armenia has made notable progress in rolling out electric vehicles and electrifying its rail network, it still struggles with a high dependence on imported fossil fuels, a lack of data transparency and weak co-ordination among government agencies. This roadmap is structured to…

…1990 levels by 2030 and to achieve net zero by 2050. It has made inroads on the share of renewable energy in its fuel mix, with sizeable shares of bioenergy and hydropower.
Renewable energy sources dominate its electricity mix, in particular, accounting for around three-quarters of domestic generation. Other sectors, notably transport and buildings, continue to consume large amounts of energy and rely on dated infrastructure that hinders stronger reductions in energy consumption and greenhouse gas emissions. Therefore, energy efficiency and fuel switching in these sectors will require greater focus.

Belgium
Belgium’s energy policy is focused on transitioning to a low-carbon economy while ensuring energy security, lowering costs for consumers and increasing market competition. Belgium has made progress on these goals, notably as a global leader in offshore wind. The country is also seeing a rapid uptake of electric vehicles. However, Belgium remains reliant on fossil fuels and more aggressive policies are needed accelerate emissions reductions, especially for the industry sector.

Estonia
Estonia has achieved a notable reduction in greenhouse gas emissions thanks mainly to lowering its reliance on electricity generation from domestic oil shale, an energy rich sedimentary rock. However, oil shale remains the main energy source and imported fossil fuels still plan a major role, especially in transport. Estonia’s forests, which historically offset significant greenhouse gas emissions, have become a net emissions source. Estonia is aiming to accelerate its clean energy transition with a target to cover 100% of annual electricity demand with renewables by 2030 as part of a larger package to achieve climate neutrality by 2050. It…

Energy Efficiency Policy Toolkit
To accelerate action on energy efficiency, the IEA created the Policy Packages for Energy Efficiency in 2022 to support governments in designing and implementing effective energy efficiency measures by combining policies across three core pillars: regulation, information, and incentives. The IEA then developed an Energy Efficiency Policy Toolkit that integrates the Policy Package for Energy Efficiency, with concrete examples for each end-use sector. The Toolkit shares strategic principles to guide policy makers to enhance and expand their energy efficiency policies and programmes.Building on this foundation, the Energy Efficiency Policy Toolkit, updated on the occasion of the 10th Annual Global Conference on Energy Efficiency in…
