                Germany 2025

Energy Policy Review Government action plays a pivotal role in ensuring secure and sustainable energy transitions and combatting the climate crisis. Energy policy is critical not just for the energy sector but also for meeting environmental, economic and social goals. Governments need to respond to their country’s specific needs, adapt to regional contexts and help address global challenges. In this context, the International Energy Agency (IEA) conducts Energy Policy Reviews to support governments in developing more impactful energy and climate policies. This Energy Policy Review was prepared in partnership between the Government of Germany and the IEA. It draws…

                Energy Efficiency Policy Toolkit AppliancesAppliances

Introduction Appliances represent 45% of electricity demand in buildings and are responsible for almost 3 gigatons (Gt) of CO₂ emissions. Doubling the global annual energy intensity improvement by 2030 would require appliances to become 30% to 40% more efficient. An integrated policy approach combining regulation, information and incentives is the most effective way to achieve this goal. Regulations such as minimum energy performance standards (MEPS) can ensure that the least efficient equipment is not sold on the market. MEPS also encourage suppliers to increase the efficiency of the appliances they produce, accelerating the improvement of efficiency on the market. In…

China’s Official Energy Finance in Emerging and Developing Economies Case 3. Saudi Arabia’s first green full-process heavy plate mill projectCase 3. Saudi Arabia’s first green full-process heavy plate mill project

Project overview and impact Saudi Arabia is pursuing an ambitious industrial transformation under Vision 2030, including efforts to localise heavy industries, expand low-carbon manufacturing and diversify export capacity. Steel demand is expected to grow steadily due to investment in hydrogen, ammonia, shipbuilding, offshore engineering and large-scale infrastructure. However, the country currently imports nearly all of its heavy plate steel, and domestic production has lagged the needs of an economy shifting towards more capital-intensive sectors and cleaner industrial processes.A new heavy-plate complex developed jointly by China Baowu Steel Group, Saudi Aramco and the Public Investment Fund…

                Rwanda

Rwanda included strong commitments to its intended nationally determined contribution (INDC) to the Paris Agreement. The country plans to increase its carbon sink capacity through sustainable forest management practices and to reduce emissions from the agricultural sector. In 2019, Rwanda’s energy mix was dominated by biomass and waste (74%) and oil products (20%), while natural gas, coal and hydro account for the rest of the energy supply. In 2020, less than 5% of the population had access to clean cooking and 50% had access to electricity. With annual access growth of more than 3 percentage points, Rwanda has shown…

Energy and AI Executive summaryExecutive summary

The transformative potential of AI depends on energy There has been a step change in the capabilities of artificial intelligence (AI), driven by falling computation costs, a surge in data availability and technical breakthroughs. AI is the science of making machines capable of learning to perform tasks that traditionally required human intelligence. AI is emerging as a general-purpose technology, much like electricity. Today, it can generate text and videos, accelerate scientific discovery in fields like medicine or materials science, make manufacturing robots smarter and more productive, drive commercial taxis in complex city landscapes, and detect threats to critical infrastructure…

Assessing emissions from LNG supply and abatement options

Drawing on the latest and best available data, this report provides a comprehensive estimate of greenhouse gas (GHG) emissions across the global liquefied natural gas (LNG) supply chain, including from upstream production, processing, and pipeline transmission to liquefaction, shipping, and regasification. It also discusses the significant emissions reductions that are technically feasible with today’s technologies including through methane abatement, electrification using low-emissions power, process efficiency improvements, and the elimination of routine flaring, as well as carbon capture, utilisation and storage (CCUS) for managing the naturally-occurring CO2 from LNG supply.  Introduction Around 550 billion cubic metres (bcm) of natural…

What Next for the Global Car Industry Executive summaryExecutive summary

…in China and advanced economies in aggregate over the coming years, they are likely to rise in other regions. Different regional technology mixes pose challenges for the global industry. Today, Japanese carmakers supply two-thirds of cars sold in Southeast Asia and over half of those sold in the Middle East and India; European carmakers have a nearly 50% market share in Central and South America. Industry incumbents dominate ICE car sales in these regions, and the lack of recharging infrastructure is a bottleneck for electric car sales growth. But their market uptake cars is increasing in these regions nonetheless…

More stringent and broader coverage of fuel efficiency standards for light-duty vehicles is needed
For cars and vans, increasing fuel efficiency standards is important as even in the Net Zero Emissions by 2050 Scenario, nearly 80% of cars and vans on the road in 2030 are still powered with internal combustion engines. Sales of heavier, less efficient SUVs reached around 46% of global sales in 2022, while electric vehicles were just 14% of sales. More and more countries are formulating vehicle efficiency standards and some are even putting in place zero-emission vehicle sales requirements. To be in line…
