Sheltering From Oil Shocks Targeted consumer support to enhance energy affordabilityTargeted consumer support to enhance energy affordability

Many governments around the world are reacting quickly to protect consumers from increasing fuel prices. In the days following the conflict in the Middle East, the IEA has tracked announcements from around 40 countries that are deploying or considering deploying emergency measures to shelter consumers from price increases. Immediate government responses have been to implement price caps, fuel subsidies and shifts in taxation, along with price stabilisation mechanisms that can quickly set limits on consumer price increases.  Previous crises, including the Covid-19 pandemic and the 2022 energy crisis, demonstrated that impacts often fall disproportionately on the poorer segments of…

                Scaling Up Transition Finance

…it can help emissions-intensive countries, companies and sectors shift over time towards sustainable practices that are aligned with long-term climate and development goals. In this new report, the International Energy Agency (IEA) provides analyses to map the landscape for transition finance, explains why it matters, and highlights approaches that could move the debate forward. The report also examines the role of transition finance in the steel and cement, critical minerals, and the natural gas sectors. It further presents findings from a survey of financial institutions on transition finance, along with an assessment of current challenges and emerging trends.

Energy Efficiency in China’s Buildings Sector

Policy opportunities Over the past two decades, China has made significant strides in energy efficiency, with strong reductions in primary energy intensity across the economy and increased energy services. Much of China’s improvement has come from energy efficiency upgrades in industry and overall economic structural shifts. The buildings sector accounts for approximately 20% of its total final energy consumption and its intensity has decreased at a slower rate. There remains significant potential to unlock further energy savings through technical and policy initiatives in buildings. This report outlines opportunities for actions, targets and timelines that could improve energy efficiency in…

The energy crisis creates even stronger impetus for EU electrification

draft title Electrification is central to meeting the European Union’s goals on energy security, competitiveness, affordability, and emissions reductions. The closure of the Strait of Hormuz has highlighted the risks of over-dependence on imported fuels and concentrated supply routes, making the case for electrification even stronger. In the EU, around 70% of electricity generation is already supplied from domestic, low-emissions sources. And yet end-users (industry, buildings and transport sectors), source less than one quarter of their energy consumption from electricity. Today, around two-thirds of end-use energy consumption relies on fossil fuels, of which the…

The next wave of LED lighting: Smarter, circular and more efficient

…such as white certificates and renovation programs, have also helped stimulate LED adoption. In addition, international agreements such as the Minamata Convention on Mercury, with more than 150 Parties, are further accelerating the shift away from fluorescent lighting. China is currently the world’s dominant producer of fluorescent lamps and has recently approved measures in line with the Convention, which will also help shift production and exports towards mercury-free LED alternatives.Within this global policy landscape, three distinct regional adoption patterns have emerged:Front-runners: China and India currently lead global LED adoption, with market shares exceeding 85% an...

…round-the-clock power supply. Energy security risks are multiplying, especially for critical minerals Traditional hazards affecting the security of oil and gas supplies are now accompanied by vulnerabilities in other areas, including electricity security, as highlighted by the recent major blackouts in Chile and Spain, and critical minerals. A single country, China, is the dominant refiner for 19 out of 20 energy-related strategic minerals, with an average market share of around 70%. More than half of these strategic minerals are subject to some form of export controls. Rising energy security risks from climate change are now also a…

Unlocking Ukraine’s Hydrogen Opportunity: A Roadmap Unlocking the opportunity - A roadmap for actionUnlocking the opportunity - A roadmap for action

Highlights Hydrogen represents a long-term opportunity for Ukraine, but action is required in the near term to unlock the full benefits. Work over the first 2-3 years after the war ends can lay the foundations for future market growth without large commitments, such as through studies, planning for regulation and de-risking. In a second stage (5 years) pilot projects would be built to develop experience in the private sector and inform policy. A final stage (10-20 years) would incorporate lessons learnt, with a focus on standardisation, replication and simplification to support large-scale deployment. Each stage…

Co-ordinate and promote the development of CCUS hubs and shared networks
CCUS hubs can spread infrastructure costs between emitters and generate economies of scale to reach emitters that are smaller-scale or further away from identified CO2 storage sites. Governments can have a key role in the development of hubs by: Co-ordinating hub development through competitive solicitations that encourage collaboration across multiple sectors (e.g. industrial emitters, power plants). Efforts are already underway in  Canada, the United States, and the United Kingdom. Ensuring legal and regulatory frameworks are designed to account for shared infrastructure networks that allow for non-discriminatory open access…
