Law of the People's Republic of China on Evaluation of Environmental Effects
China's Environmental Protection Law provides that construction projects with environmental impacts must be subject to environmental impact assessment (EIA), without which project construction cannot commence. China Surtax Order (2024)
The Order imposes a surtax of 100% on EVs made in China and imported into Canada with effect from 1 October 2024. The surtax applies to electric and hybrid passenger automobiles, trucks, buses, and delivery vans. The stated objective of the Order is to respond to the practices of the Government of China that have permitted China to export EVs at unfairly low prices, thereby adversely affecting the trade in goods of Canada. The Order also seeks to align with similar actions taken by the US and EU, thereby protecting against a potential surge of EV imports into Canada.
