The Comprehensive Plan for the Development of the Electric Power Industry to 2025 establishes investment priorities for modernising Belarus’s electricity system and integrating new generation capacity, especially the Belarusian nuclear power plant. The plan includes the construction and reconstruction of over 1 000 km of high-voltage transmission lines, the modernisation and construction of around 40 substations, and upgrades to the national electricity transmission and distribution network. Energy Development Guidelines for 2007-2016
The Energy Development Guidelines for 2007-2016 aim to provide short- and long-term strategy for the efficient distribution and use of energy resources as well as to:
Increase security of energy supply;
Diversify energy sources;
Increase the share of electricity derived from renewable energy sources in Latvia’s total energy consumption and to increase energy self-sufficiency;
Improve the country’s energy supply infrastructure;
Support further energy market liberalisation;
Create suitable conditions for further integration with EU energy market;
Comply with obligations and targets resulting from the Kyoto Protocol and the Latvian Mitigation Programme 2005-2010.

Energy Law - Energy Reserves and Emergency Response
The Energy Law states that governments of provinces, autonomous regions, municipalities and large-scale energy enterprises must develop their own energy emergency plans. It states a subset of suggested measures, including price intervention and requisition of relevant energy products.The Article 54 states that the Government shall implement emergency dispatch of energy production, transportation, and supply, or directly organise these activities, and other necessary measures, in times of energy emergency, for which energy enterprises need to comply.
