The Energy Law states that governments of provinces, autonomous regions, municipalities and large-scale energy enterprises must develop their own energy emergency plans. It states a subset of suggested measures, including price intervention and requisition of relevant energy products.

The Article 54 states that the Government shall implement emergency dispatch of energy production, transportation, and supply, or directly organise these activities, and other necessary measures, in times of energy emergency, for which energy enterprises need to comply.
