                Supplementary Notice of the Interim Administration: Measures for Special Funds of Renewable Energy Development

                An initial version of the Measures for Special Funds of Renewable Energy Development came into effect in April 2015. In June 2019, the Ministry of Finance published a supplementary notice providing revised guidance regarding related subsidies. The supplementary notice supports the development of unconventional natural gas, including coalbed methane, coal mine methane, shale gas and tight gas. As of 2018, the standard subsidy was 0.3 Yuan/m3. Starting from 2019, subsidies will no longer be provided according to this fixed standard.                 (Colorado) House Bill 19-1261 Climate Action Plan to Reduce Pollution

                …hexafluoride, calculated in carbon dioxide equivalent terms. As a result, the Government of Colorado developed the comprehensive Greenhouse Gas Pollution Reduction Roadmap with the same GHG reduction targets listed. The Roadmap targets methane emissions in the oil and gas industry, landfills, sewage treatment plants, coal mines, and other sources. It specifically calls the Air Quality Control Commission to implement rules to achieve 33% methane emissions reduction by 2025 and 50% by 2030 from the oil and gas industry. In addition, it also confirms a 7-million-ton annual CO2e  emissions reduction is needed to reach the 2030 GHG reductions goal.

                Russia Sanctions Regime

                Australia has announced various sanctions on Russia following Russia's invasion of Ukraine. Sanctions were first introduced in 2014 and later upgraded in 2015, 2022, and 2023. The measures announced in 2014 were specifically related to designated and declared persons and entities, while the measures introduced in 2022 included restrictions on the import, purchase or transport of certain commodities, such as oil, refined petroleum products, natural gas, coal, aluminium ores, alumina and related products, as well as other energy-related products.

                The Capacity Investment Scheme (CIS) provides a national framework to encourage new investment in renewable capacity, such as wind and solar, as well as clean dispatchable capacity, such as battery storage. It aims to help build a more reliable, affordable and low-emissions energy system for all. The CIS involves the Australian Government seeking competitive tender bids for renewable capacity and clean dispatchable capacity projects to deliver an additional 32 GW of capacity by 2030, fill expected reliability gaps as ageing coal power stations exit, and deliver the Australian Government’s 82% renewable electricity by 2030 target.
