Ensuring a Strong Labour Dimension for Just and Inclusive Energy Transitions

…services across many areas of the energy sector. To give a greater voice to the labour perspective in energy and climate policy discussions, the IEA Executive Director, Dr. Fatih Birol, convened the Clean Energy Labour Council in 2022. The Labour Council brings together representatives of the world’s most important national trade unions and trade union confederations, as well as prominent thinkers on the topic, to foster engagement between the IEA, energy policy makers, and the labour movement. The IEA Clean Energy Labour Council presents this paper to highlight the importance of a strong labour dimension in clean energy transitions…

Household Energy Affordability: Data and Indicators

A methodological framework for national monitoring Effective policy requires robust monitoring of household energy affordability, yet no unified methodological approach currently exists. The upcoming IEA report Household Energy Affordability: Data and Indicators, to be published in July, addresses this gap. This executive summary presents its key elements, including a robust methodological framework structured around dimensions, indicators and data to support policy discussions and national monitoring efforts.

Critical Mineral Traceability for Energy and Economic Security

Amid rising risks linked to the high concentration of critical mineral supply chains, the ability to track where minerals originate, how they move through supply chains, who has custody of them and how they are transformed is increasingly important for policymakers seeking to create diversified and responsible supply chains. This report provides insights from a first-of-its kind survey on traceability conducted by the IEA and OECD. More than 80 respondent companies active across supply chains of the six focus minerals (copper, lithium, nickel, cobalt, graphite and rare earth elements) provided results between October and December 2025. Drawing on…

                Affordability

…the energy savings of efficiency measures can be initially lower than expected. In India, time-saving appliance ownership, such as of washing machines or refrigerators, is associated with a 15% increase of employment among women and an increased school attendance by older children. As people gain access to electricity, they acquire new equipment, often starting with light bulbs, followed by televisions, and finally fans, particularly in hot locations. As available power increases and electricity becomes more reliable, refrigerators are installed as well. For many products, such as refrigerators, highly efficient models use less than half of the energy of inefficient…

                Ukraine’s Energy Security

…importance. While Ukraine made strong strides in rebuilding and strengthening the resilience of its energy system this past spring and summer, the situation remains fragile, and the risk of huge disruptions and widespread destabilisation remains – particularly as Russia expands the scope and sophistication of its attacks. This analysis builds on the IEA’s September 2024 report, Ukraine’s Energy Security and the Coming Winter. It provides an update on the latest developments through October 2025 and proposes key actions that Ukraine and its partners can take to address urgent energy security vulnerabilities this winter and bolster longer-term energy resilience…

IEA Guide to Reporting Energy Technology RD&D Budgets

…main sections: fundamentals of RD&D budget reporting and a detailed classification of energy technologies. It defines RD&D in alignment with the OECD Frascati Manual and clarifies the scope of public and private sector reporting. It also provides instructions for completing the IEA questionnaire, covering budgetary stages, metadata reporting, and common issues. The classification system spans nine major technology groups, including energy end uses, fossil fuels, renewables, nuclear, hydrogen, CO₂ capture, critical minerals, and cross-cutting technologies. This structure supports accurate data collection and policy analysis, enabling governments and stakeholders to track RD&D investments and inform strategic decisions…

National Climate Resilience Assessment for Algeria

Algeria’s energy system already faces significant disruption due to extreme weather events. Critical infrastructure has been impacted in recent years by flash floods, drought-induced wildfires and heatwaves. With the climate projected to warm more rapidly than the global average, these risks are likely to intensify. Proactive measures to enhance the resilience of Algeria’s energy system could offer substantial benefits.Algeria has experienced significant warming, averaging 0.49 °C per decade from 2000 to 2023 and exceeding the global average of 0.37 °C per decade. Temperatures are expected to rise further, reaching up to 5.6 °C above pre‑industrial levels…

Integrating Variable Renewable Energy in Kenya

Key challenges and strategic priorities Building on its renewable energy success, Kenya is now focused on managing a secure and reliable electricity system. With nearly 90% of the generation mix derived from renewable sources and electricity access rising from 37% in 2013 to 79% in 2025, the country has established itself as a regional leader in energy development.Integrating Variable Renewable Energy in Kenya explores how Kenya can strengthen its power system amid rising shares of variable renewable energy (VRE). The report identifies Kenya’s system to be operating in Phase 3 of the IEA’s VRE integration framework, where…

Demand and Supply Measures for the Steel and Cement Transition

The case for international co-ordination A massive scale-up of markets for transformative near-zero emissions steel and cement is needed to achieve internationally agreed net zero goals. Yet early movers on both the supply- and demand-side – that is, material producers and consumers – face substantial barriers related to high costs and risks, among other factors. This has led to relatively slow market growth for near-zero emissions materials, at a moment when reinvesting in long-lived high-emissions production could have repercussions for governments to achieve their stated climate goals. Policy makers have the opportunity to play a…

                Efficient Grid-Interactive Buildings in India

…and variable supply could jeopardise grid stability and increase system costs. EGIBs offer an important solution for optimising electricity use, reducing peak demand and enhancing system flexibility.Applying a structured framework, this report assesses India’s policy landscape and opportunities across efficiency, decarbonisation, smartness, resilience, materials and building-to-grid interaction. It concludes with recommendations for a comprehensive policy package that encompasses regulations, incentives and information. Scaling up the adoption of efficient grid-interactive buildings would enable India to align its fast-growing building stock with national climate goals and international commitments while lowering system costs and enhancing energy security.
