Law No. 82-D/2014 - Green Tax Reform
…excise tax under the special taxes on consumption (Codigo dos Impostos Especiais de Consumo). The tax rate is determined annually based on the average EU ETS allowance in the preceding year. For EU ETS-covered coal generators their carbon tax rate is based 50% of the difference between the full carbon tax rate and a target carbon price of EUR25/tCO2. The tax was introduced as part of wider package of green tax reforms and serves as a complementary policy measure to the EU ETS. Portugal also levies a flat EUR2/ticket carbon charge on air and sea travel (Taxa…

DOE Funding Opportunity to Build Up Domestic Supply Chain for Critical Minerals
…opportunity, provided by the Bipartisan Infrastructure Law, to help lower the costs of the onshore production of rare earths and other critical minerals and materials from domestic coal-based resources. The funding aims to meet the growing demand for critical minerals while investing in the revitalisation of historic coal-producing communities and ensure stronger access to benefits through the Justice40 Initiative. The program will fund research for laboratory and bench-scale testing of economically viable, environmentally benign extraction, separation and refining technologies, starting with unconventional coal-based resources, and producing rare earths and critical minerals for use in clean energy…

Boundary Dam carbon capture project in Canada
SaskPower’s Boundary Dam Power Station in Saskatchewan, Canada in 2014 became the world’s first power station to successfully apply CCUS technology at commercial scale in 2014. As the Canadian government has announced the phase-out of unabated coal generation by 2030, the CCUS-equipped Unit 3 of the Boundary Dam plant will be allowed to remain open as it complies with regulatory requirements. The power plant produces 115 MW of clean base load electricity, enough to power 100 000 homes, and is now expected to be in service for an additional three decades. The technologies applied will allow…

Germany’s Commission on Growth, Structural Change and Employment
…Employment (also known as the Coal Commission) in June 2018. It brought together representatives of environmental associations, scientists, trade unions, economic and energy associations, and representatives from the affected regions. Commission members met with coal mining regions to receive grassroots inputs on the challenges and opportunities in each area. In addition to recommendations on the pace of the coal phase-out, the Commission proposed that coal mining regions receive EUR 40 billion between 2020 and 2038 in transitional assistance, funded from the federal budget. The recommendations formed the basis of the German government’s just transition strategy for coal regions.
