State Commission of Ukraine on Mineral Reserves Instruction N 523

…lists what studies must be conducted, and what data should be used for calculation of methane reserves.  It also requires testing of coal seams and host rocks for gas capacity. Also, Section 6 provides for conditions that determine the readiness of recoverable coalbed methane reserves of coal and gas fields for industrial development, called "geological and technical and economic justification of the calculation of mine methane reserves".All enterprises, organisations and institutions that carry out planning, financing and implementation of geological exploration works for the assessment of methane reserves of coal and gas deposits are required to follow the instructions.

                Support to District Heating Networks

The Slovak support scheme for high-efficient cogeneration of electricity and district heating networks  aims to: (i) increase or maintain high efficiency of existing high-efficient cogeneration installations; (ii) incentivize their switch from coal to natural gas or renewable sources; and (iii) stimulate investments in new high-efficient cogeneration facilities. The budget of the scheme would amount to a maximum total of EUR 1050 million for 15 years, and up to EUR 70 million per year.

…methodology for quantifying greenhouse gas (GHG) emissions reductions associated with methane capture and destruction strategies in active and abandoned coal mines. To ensure uniformity quantifying GHG emissions, methane capture and destruction projects are required to use the protocol for quantifying and reporting GHGs and submit annual independent verification. These can generate tradable offset credits under the California Greenhouse Gas Cap-and-Trade Program, which may be used to fulfil up to 8% of compliance requirements. The protocol expanded coal mine methane project eligibility beyond pipeline injection projects to four additional activities related to methane capture and destruction or recovery: 1…

Although the Law that created the tax (Law 27.430) entered into force in January 2018, the carbon tax is applicable since March 2018 for most of the leviable products. For fuel oil, mineral coal, and petroleum coke, the tax rate has been applicable gradually. It became operational in January of 2019, at 10% of the full tax rate, and set to increase annually by 10% to reach 100% in 2028. 100% of this revenue is distributed according to the Federal Revenue Distribution System for fuel oil, mineral coal and petroleum coke…
