Policy Toolbox for Industrial Decarbonisation
The Policy Toolbox for Industrial Decarbonisation is a repository of policy instruments available to assist governments as they design, develop and implement their strategies for industrial decarbonisation. This work, undertaken as part of the Climate Club's Work Programme, builds on the policy toolbox outlined in IEA’s 2022 Achieving Net Zero Heavy Industry Sectors in G7 Members report, with the addition of further details on the instruments and considerations for implementation.A robust industrial decarbonisation policy strategy is likely to include multiple different instruments, as governments choose the instruments that are most suited to their individual circumstances and objectives…

Competitiveness
Multiple benefits of Energy Efficiency 2025 Energy efficiency provides multiple benefits. This page explores competitiveness. Why is energy efficiency important for competitiveness? Increasing energy efficiency can improve competitiveness at both the firm level – by reducing costs, improving operations and increasing product value – and at the country level, by reducing the amount of energy required to produce economic output. Key facts Today the world’s industries produce nearly 20% more value added with a given amount of energy, compared with two decades ago. In the industrial sector, energy management can lead to more than 10% in annual energy cost savings within…

…centres. At the same time, AI could transform how the energy industry operates if it is adopted at scale. However, until now, policy makers and other stakeholders have often lacked the tools to analyse both sides of this issue due to a lack of comprehensive data. This report from the International Energy Agency (IEA) aims to fill this gap based on new global and regional modelling and datasets, as well as extensive consultation with governments and regulators, the tech sector, the energy industry and international experts. It includes projections for how much electricity AI could consume over the next decade…

…it can also improve the competitiveness of countries and firms. From increased profitability to job creation, energy efficiency helps firms compete amid high costs, growing demand, and rising trade pressures. In today’s global context, energy efficiency is not only a matter of energy policy, but also of economic policy. The report analyses historical progress in industrial energy efficiency and its role in enhancing industrial competitiveness. It includes comparisons of firm-level energy efficiency, identifying performance gaps and opportunities for further improvement. Drawing on a new IEA survey of 1 000 firms across 14 countries, it provides insights into industry perspectives…

Ukraine’s Energy Security
…importance. While Ukraine made strong strides in rebuilding and strengthening the resilience of its energy system this past spring and summer, the situation remains fragile, and the risk of huge disruptions and widespread destabilisation remains – particularly as Russia expands the scope and sophistication of its attacks. This analysis builds on the IEA’s September 2024 report, Ukraine’s Energy Security and the Coming Winter. It provides an update on the latest developments through October 2025 and proposes key actions that Ukraine and its partners can take to address urgent energy security vulnerabilities this winter and bolster longer-term energy resilience…

Renewables for Industry
Electrification of low-temperature heat and steam Industry is responsible for 30% of global energy consumption, most of which is supplied by fossil fuels. The focus of industrial decarbonisation has largely been on the steel and cement sectors, but significant potential also exists in less energy-intensive sectors such as food and beverages, textiles, chemicals, paper, and other manufacturing activities. These sectors offer some of the most immediate and cost-effective opportunities for industrial decarbonisation and diversification of energy sources. Commercially available electric technologies – including heat pumps, electric boilers and resistance heaters – can meet most heat demand in these subsectors…

Policy options to accelerate distributed solar PV in Ukraine
Accelerating distributed solar PV and battery energy storage deployment will support Ukraine in establishing energy security. In the year following the Russian Federation’s full-scale invasion of Ukraine in 2022, available dispatchable power generation capacity halved from roughly 38 GW to 19 GW. After severe attacks in spring 2024, capacity declined further, down to 12 GW. Towards the end of 2024 Ukraine was able to restore 3 GW and has worked to restore and add additional capacity throughout 2025, despite ongoing attacks.Distributed solar PV has played a key role, providing cost effective and rapid increases in electricity generation capacity, contributing…
