Accelerating Renewables Growth in ASEAN
…Association of Southeast Asian Nations (ASEAN) have adopted net zero emissions targets, and recent national energy plans outline substantially higher ambitions for renewable capacity. Achieving these goals will require timely, sustained and strongly co-ordinated policy action to unlock the scale of renewable energy deployment needed by 2030 and beyond. This report examines the key challenges hindering a faster capacity deployment of renewable power in ASEAN and outlines potential policy solutions informed by successful international experience. It also provides an assessment of renewable-energy auction design options, an increasingly important procurement mechanism that is expected to account for around 60…

Breakthrough Agenda Report 2025
…these specific priorities in order to make these transitions quicker, cheaper, and easier for all.To initiate this cycle, world leaders tasked the IEA and the Climate High-Level Champions to develop an annual Breakthrough Agenda report to provide an independent evidence base and expert recommendations for where stronger international collaboration is needed. From 2022-2024, the reports contained a detailed assessment on the state of international collaboration across these sectors in areas such as definitions, standards and certification, demand creation and management, research and innovation, finance and investment, infrastructure, and trade conditions, among others. The Breakthrough Agenda Report 2025 –…

Renewables for Industry
…with increasing deployment of renewable electricity supply, can deliver multiple benefits. In addition to reducing fossil fuel use and associated emissions, it can improve energy security by lowering exposure to volatile gas and oil prices and, when integrated with thermal storage, it can create demand flexibility that helps ensure a higher share of variable renewable generation. This report explores how to expand the role of renewables in the industrial energy mix through electrification of low-temperature heat and steam. It focuses on the European Union, China and the Association of Southeast Asian Nations (ASEAN), examining their techno-economic potential and…

Energy Efficiency in China’s Buildings Sector
…progress in achieving them. Regulation for new buildings in China, such as building codes, is relatively strong. However, as the rate of construction is slowing, policy priorities are shifting towards retrofitting existing buildings. Here, the IEA estimates that through strong policy action and best-in-class technology, China could reduce energy consumption by up to 65% in buildings constructed between 1995 and 2010, representing energy savings of over 8 000 Petajoules. The report includes examples from across China and the world on leading regulatory instruments, financial incentives, and information-based tools that can drive energy efficiency in the buildings sector.

Energy Efficiency Policy Toolkit
…case studies, offering practical insights into the successful implementation of energy efficiency policies across diverse national and sectoral contexts. The Toolkit builds on earlier IEA work to advance energy efficiency policy. In 2022, the IEA introduced Policy Packages for Energy Efficiency to help governments deploy coordinated policy approaches across these three pillars. The Energy Efficiency Policy Toolkit was subsequently developed to also integrate concrete, sector-specific guidance, along with best practices from around the world.Ten strategic principlesBased on the IEA’s analysis of best practices and the work of the Global Commission for Urgent Action on Energy Efficiency, the following…

Best Practices and Insights to Expand Clean Energy Access and Adoption
…the Declaration on Promoting Sustainable Lifestyles, Fairness and Access to Clean Energy Technologies. The analysis and case studies included demonstrate how the principles outlined in the Declaration can be implemented in practice across different country contexts. The recent energy crisis and rising energy costs have underscored the importance of affordability, fairness and access to clean energy technologies, particularly for vulnerable households. At the same time, evidence points to the importance of both individual actions as well as broader policy frameworks, enabling infrastructure, and investment that support long-term behavioural change. This report examines how policies, public engagement and sectoral transformation…

Scaling Up Demand Flexibility
From peak management to efficient system operation This report has been developed as part of the International Energy Agency (IEA) Digital Demand-Driven Electricity Networks (3DEN) initiative to examine the growing importance of demand flexibility in electricity systems amid rising demand, increased renewable energy integration and the electrification of power systems. Case studies in chronological order to examine the changing role of demand flexibility over time from South Africa (2025), Thailand (2030) and Ireland (2035) demonstrate how demand flexibility improves reliability, reduces costs, supports renewables integration and manages network constraints. To realise these benefits, the report emphasises the role for…

Global Methane Tracker 2025
…global warming and improving air quality. The energy sector – including oil, natural gas, coal and bioenergy – accounts for more than 35% of methane emissions from human activity and has some of the best opportunities to cut these emissions. The annually updated Global Methane Tracker is an essential tool for raising awareness about methane emissions across the energy sector and the opportunities to bring them down. The Tracker presents our latest sector-wide emissions estimates – based on the most recent data from satellites and measurement campaigns – and discusses different abatement options along with their associated costs. This 2025 update adds several…
