IEA Support to Accelerating Renewable Energy Permitting (ARPE)
Between October 2023 and March 2025, the IEA implemented the “Accelerating Renewable Energy Permitting” (ARPE) action. Ukraine’s energy sector has been severely affected by the Russian Federation’s full-scale invasion. The power sector went from having a large capacity surplus before the war to a power deficit in 2024 due to Russia’s attacks. This has focused attention on energy security and restoring the reliability of supply. National oil companies (NOCs) are responsible for around half of all global oil and gas production today and their actions strongly influence methane abatement prospects.
