The National Renewable Energy Strategy (2024-2034) establishes Tanzania’s framework for expanding renewable energy deployment across the electricity system and other sectors. Renewable Gas Auction
In May 2024, the Portuguese government launched an auction for the centralized purchase of clean hydrogen and biomethane produced by electrolysis of water using electricity from renewable energy sources. It will be composed of two parcels: 150 GWh/year of biomethane; and 120 GWh/year of hydrogen.The results of the competitive procedure were published in February 2025.

Renewable Energy Directive - National transposition for industry and transport
The government held a public consultation on the Renewable Energy Directive transposition from July to September 2024, with final legislation still pending. As of July 2025, a new consultation is underway on transport quotas. The proposal includes a 2.5% RFNBO quota for transport by 2030, with no general transport quotas before then. However, there are phased quotas for hydrogen use in refineries, starting at 0.25% in 2027 and rising to 1.5% by 2030. Multipliers apply 2x for general transport and 1.5x for aviation and shipping. The proposal includes no penalties for non-compliance.

Renewable hydrogen exchange market trial in Tokyo
The Tokyo Commodity Exchange (Tocom), on behalf of the Tokyo Metropolitan Government, launched hydrogen tenders in December 2024. On the supply side, one winner offered JPY 300/Nm³ (USD 21.2/kg). On the demand side, two winners bid JPY 89/Nm³ (USD 6.3/kg) and JPY 230/Nm³ (USD 16.3/kg). The government will subsidize the price gap. Deliveries ran from January to March 2025. Renewable Energy Sources Act (EEG 2023)
Germany updated its Renewable Energy Act (Erneuerbare-Energie-Gesetz, EEG) in 2023 to align with the 1.5 degree path of the Paris Climate Agreement. The EEG 2023 put in place more ambitious renewable expansion goals and improved the framework conditions for renewable energies. As part of the EEG, Germany aims to meet at least 80% of its electricity consumption through renewable energies by 2030. Renewable hydrogen hubs
The Indian government has allocated INR 2 billion (USD 24 million) to establish at least two renewable hydrogen hubs, each with a minimum capacity of 0.1 Mtpa. Larger hubs are prioritized, with project size and infrastructure proximity accounting for 50% of the evaluation criteria. A tender issued in August 2024 (open until January 2025) offers up to INR 1 billion per project, with completion expected by April 2026 (extendable by 6 months, subject to penalties up to INR 5 million). Germany's 2nd Amendment to the Building Energy Act (GEG) - phase-out of fossil fuels
In 2023, German Federal Government approved amendments to the Building Energy Act for new heating systems to use at least 65% renewable energy from 2024 onwards and for fossil fuels to phase out from heating by Jan 2045 in line with its climate-neutrality target.The ban will initially apply to new buildings, existing buildings will still allow a gas system until the deadline for municipalities to submit a heat plan (2026 for large cities and 2028 for towns).
