Renewable Energy Directive - National transposition for industry and transport

The government held a public consultation on the Renewable Energy Directive transposition from July to September 2024, with final legislation still pending. As of July 2025, a new consultation is underway on transport quotas. The proposal includes a 2.5% RFNBO quota for transport by 2030, with no general transport quotas before then. However, there are phased quotas for hydrogen use in refineries, starting at 0.25% in 2027 and rising to 1.5% by 2030. Multipliers apply 2x for general transport and 1.5x for aviation and shipping. The proposal includes no penalties for non-compliance.
