Secretary-General of the International Transport Forum (ITF) at the OECD. Dr. Young Tae Kim is the Secretary-General of the International Transport Forum (ITF) at the OECD. Elected by transport ministers of the ITF member countries in 2017, he was confirmed for a second five-year mandate in 2022. Under the leadership of Secretary-General Kim, the ITF has grown from 59 to 69 member countries and into a truly global organisation with a presence on five continents. Widely recognised as “the father of new energy vehicles” in China, Wan Gang served as the Chinese Minister of Science and Technology between 2007 and 2018. As well as his current role as Vice Chairman of the Chinese People’s Political Consultative Conference, he is also President of the China Association for Science and Technology.

Dymphna brings more than 25 years of experience managing and leading global development, energy, and climate initiatives in the nonprofit and private sectors. Most recently, she led international corporate engagement with the World Wildlife Fund’s Climate & Energy team. Previously, she worked with the Clinton Foundation as CEO of the Clinton Climate Initiative and has served as the senior director for public policy programs at the German Marshall Fund of the United States. Dymphna has also served as the director of global renewables, infrastructure, and energy efficiency at a specialist investment banking firm in London, and for seven years at BP, where her last appointment was as BP Alternative Energy’s director of distributed energy markets.
