Mary Burce Warlick
Deputy Executive Director. Mary Burce Warlick is the Deputy Executive Director of the International Energy Agency (IEA). A retired career diplomat and former U.S. Ambassador to Serbia, Ms. Warlick has held a variety of senior leadership positions at the U.S. Department of State, National Security Council and Department of Defense, serving in Washington and abroad. From 2014-2017 she served as the State Department’s Principal Deputy and Acting Special Envoy for International Energy Affairs and represented the U.S. on the IEA Governing Board Ms. Warlick holds a B.A. in Political Science and an M.A. in Law and Diplomacy.

Luca Lo Re
International Climate and Energy Analyst. Luca Lo Re leads the IEA work in the OECD/IEA Climate Change Expert Group. With OECD colleagues, he produces papers to enhance the understanding of technical issues in international climate change negotiations and Paris Agreement implementation. In particular, his works focuses on international carbon markets (Art. 6 of the Paris Agreement). He also leads the organisation of the annual IEA-IETA-EPRI GHG Emissions Trading Workshop, and supports various works of the Agency related to Net Zero.

Fossil Fuel Subsidies
This approach compares average end-user prices paid by consumers with reference prices that correspond to the full cost of supply. The price gap is the amount by which an end-use price is short of the reference price. Its existence indicates the presence of a subsidy. In a given economy, the basic calculation of subsidies for a product is:Subsidy = (Reference price - End-user price) × Units consumedThese calculations require substantial data.
