Petroleum Profits Tax Act
Taxes shall be levied on the profits of companies engaged in petroleum operations (Sec. 8). Sec. 9(3) allows for adjusted profits (profits after deductions in Sec. 10(1) and adjustments made under Sec. 14). Sec. 10 deductions include – (c) royalties for natural gas sold and actually delivered to the Nigerian National Petroleum Corporation or to another commercial buyer/customer. Petroleum Industry Act
Article 1 Section 3 (3) states that The licensee or lessee shall use his best endeavours to increase so far as possible with his existing facilities, the supply of petroleum or petroleum products, or both, for the Federal Government to the extent required by the Minister.
Article 64 also mention the transformation of NNPC to NNPC limited, which remains the SOE of Nigeria, and seems to have rights to give permits or not. -

…this Code is to set minimum standards on Building Pre-design, designs, construction and post-construction stages with a view to ensuring quality, safety and proficiency in the building Industry.
The provisions of this Code shall, subject to its adoption by the states, apply to and control all matters concerning the design and specification, costing, construction, alteration, addition to, moving, demolition, location, repair and use of any building or structure, for existing or proposed building works within the Federal Republic of Nigeria.
The standards specified in this Code shall constitute the minimum requirement from which other regulations may be derived. -
