                Nick Johnstone

                Chief Statistician. Nick Johnstone took up his duties as Chief Statistician and Head of the Energy Data Centre in February 2019. Previously he provided support to the work of the Committee on Industry, Innovation and Entrepreneurship (CIIE) in the Directorate for Science, Technology and Innovation at the OECD. He began his career at the OECD 1999, taking up the position of Head of the Empirical Policy Analysis Unit in the Environment Directorate. He previously held positions as a Research Associate at the International Institute for Environment and Development, and as a Research Officer at the Department of Applied Economics of the University of Cambridge. He holds a PhD in Economics from the University of Cambridge (UK), and has published widely in leading journals in the areas of energy, innovation, and environmental economics.

                Norwegian Hydrogen Strategy

                Presented by the Minister for Petroleum and Energy and the Minister for Climate and Environment in June 2020, the Norwegian Hydrogen Strategy lays the foundation for the future work on hydrogen in Norway and contributes to the development of low emissions technologies for the greenhouse gases reduction goal. The strategy defines how clean hydrogen will be produced and the sectors of the economy where this energy carrier is going to contribute more to decarbonisation.                 EUI invests €122 million in innovative projects, including hydrogen, through the Innovation Fund

                For the first time since the creation of the Innovation Fund, the European Union is investing €118 million into 32 small innovative projects located in 14 EU Member States, Iceland and Norway. The grants will support projects aiming to bring low-carbon technologies to the market in energy intensive industries, hydrogen, energy storage and renewable energy. In addition to these grants, 15 projects located in 10 EU Member States and Norway will benefit from project development assistance worth up to €4.4 million, with the aim of advancing their maturity.                 Energy to Work - Hydrogen Roadmap

                This Roadmap is a follow up of the National Hydrogen Strategy presented in June 2020. "The vision presented in the roadmap is that by 2050 a market for the production and use of hydrogen will have been established in Norway. In the short-term, the government will seek to facilitate, in collaboration with the private sector, the establishment of five hydrogen hubs in the area of maritime transportation by 2025.                 The Norwegian Government’s hydrogen strategy

                …to make hydrogen an opportunity for value creation, in areas in which Norway has competitive advantages. The Strategy considers hydrogen a potential zero emission alternative. Hence, it must become technologically and financially accessible, as costs of energy, emission and storage for hydrogen are not competitive yet, compared with some of the fossil fuels.

                Recommended Guidelines for Discharge and Emission Reporting No: 44 (with 2019 updates)

                This is an industry document, suggesting best practices in emissions reporting. It notes that offshore operators have had to submit emission reports in Norway since 1997. Air emissions reporting begins on page 42 (Sec. 7), and includes end-use combustion, flaring, and burning of oil and natural gas during well tests and well clean-up. The document provides emissions factors for different emitting activities (e.g., Sec. 7.1.9).  The document also reflects that as of 2017, Norway began requiring reporting of direct emissions of methane and other volatile organic compounds, using updated quantification methods.                 2022 - 2033 National Transport Plan - Railway

                Targeting to halve emissions from the transport sector by 2030, compared to 2005 levels, the Government of Norway announced a National Transport Plan for 2022-2033. During that period, the government will allocate NOK 1,200 billion to the development of an efficient, eco-friendly and safe transport system with the objective to strengthen railway services in Norway.  Within the plan, the government plans to spend close to NOK 400 billion on the railway over the next 12 years.
