Energy Efficiency Policy Toolkit
The Energy Efficiency Policy Toolkit is an interactive online tool that has been updated and expanded ahead of the 11th Annual Global Conference on Energy Efficiency in Montreal, Canada. It aims to support governments in designing and implementing effective energy efficiency measures by combining policies across three core pillars: regulation, information and incentives. It also features a wide range of case studies, offering practical insights into the successful implementation of energy efficiency policies across diverse national and sectoral contexts. The Toolkit builds on earlier IEA work to advance energy efficiency policy. In 2022, the IEA introduced Policy Packages for Energy…

National Energy System Plan (NPE)
The National Energy System Plan aims to lay out a plan to create a climate-neutral, reliable, and affordable energy system in the Netherlands by 2050, focusing on maximizing renewable energy sources, improving energy efficiency, developing infrastructure, fostering international cooperation, and engaging all stakeholders in the transition. Hydrogen is one of the four main 'energy chains' discussed in the Plan, next to electricity, carbon carriers and heat

Market access for the hydrogen networks
In November 2024, ACM published new rules for third-party access (TPA) to hydrogen terminals. The Netherlands will use negotiated TPA which means the terminal operator and potential user of the terminal will make agreements on the conditions and rates for terminal use. The rules entered into force from February 2025

Environmental investment allowance schemes (MIA Vamil)
Environmental Investment Allowance (MIA Milieu Investerings Aftrek) and Random Depreciation of Environmental Investments (VAMIL Vrije Afschrijving Milieuinvesteringen) are two related deduction schemes from fiscal profits to promote investments in new environmental technologies. It gives a direct financial advantage to companies in the Netherlands that invest in applicable equipment. Entrepreneurs may deduct part of the investment costs for such equipment from their company’s fiscal profits. The MIA and VAMIL are two different schemes, but are often combined. Both schemes use a common list, called the Environment List (Milieulijst), which lists all equipment (combined, almost 400 items) eligible for the MIA…

Electricity tax breaks for providing public EV charging infrastructure
To encourage the provision of more public EV charging points, the Dutch Government is providing a reduction in electricity taxes for charging station operators between 2017 and 2020.
In the Netherlands, the first 10 000 kWh of electricity consumption attracts a higher rate of tax than subsequent electricty consumption. To incentivise the provision of public EV charging points, EV charging station operators will pay the rate normally paid after the first 10 000 kWh for all electricity consumption up to 50,000 kWh.
The tariff paid after 10 000 kWh is about half the tariff of the first 10 000… -

Energy Investment Allowance scheme (EIA)
Deduction scheme from fiscal profits to promote investments in new energy efficient technologies. Yearly a list is published with applicable technologies and criteria. It gives a direct financial advantage to companies in the Netherlands that invest in applicable equipment. Entrepreneurs may deduct part of the investment costs for such equipment from their fiscal profits. The equipment must save more energy than the prevailing equipment available on the market. This means that only the latest types of equipment are eligible for the EIA. Also a general EIA application can be submitted, using an energy-saving calculation to demonstrate that equipment that…

Offshore Methane Reduction Covenant
The offshore methane emissions reduction programme was established in January 2018 and formalised in August 2019 in a covenant. Netherlands Ministry of Economic Affairs and Climate and NOGEPA (Netherlands Oil and Gas Exploration and Production Association) signed the covenant, in which the Dutch offshore oil and gas industry pledges to halve methane emissions within two years. In the covenant, the goal is to reduce the combined emissions of existing offshore production platforms from 8,562 T CH4/y in 2017 to 4,281 T CH4/y (50% reduction) by December 31, 2020. The best available technology (BAT) is taken as…

Power-to-X (PtX) Tender Pool
As per the Danish Finance Act, the Danish Government established the PtX tender pool. The grant follows from an agreement that the Danish state entered into with the Netherlands in 2020 on statistical transfer of renewable energy shares to fulfil national obligations under the Renewable Energy Directive. The grant has accordingly been created to finance a PtX tender that aims to support industrialisation and scaling up of PtX production in Denmark and thereby reduce costs associated with green hydrogen production. The Danish government has earmarked DKK 11.1 million in 2024, DKK 65.9 million in 2025, approximately DKK 131…
