Wide-ranging reforms focused on improving and diversification the energy sector are being introduced and the government has adopted the Strategy of Actions 2017-2021, which prioritizes improving energy efficiency and increasing generating capacity and use of renewables. In the power sector, nearly 80% of the thermal generation and about two-thirds of the hydropower capacity have been damaged or destroyed, leading to a power deficit equal to about one-third of peak demand. In recent years the government has increasingly encouraged greater private sector participation in energy development. As part of its evolving strategy, China has explicitly encouraged the involvement of private enterprises in the energy sector beyond the fields of export-oriented clean energy manufacturing into areas of more strategic domestic importance, such as nuclear power, new energy storage and even into upstream oil and gas and mining.
