Biofuels blending mandate
Nigeria’s National Biofuels Policy and Incentives, adopted in 2007, introduced targets for blending biofuels into transport fuels, including a 10% ethanol blend (E10) in gasoline and a 20% biodiesel blend (B20) in diesel by 2020. The policy aims to reduce dependence on imported petroleum products and promote domestic biofuel production from agricultural feedstocks such as cassava and sugarcane. However, implementation of the ethanol blending programme was suspended shortly after introduction due to supply and monitoring challenges, and nationwide blending has remained limited.

Multi-Year Tariff Order (MYTO)
Nigeria regulates electricity tariffs through the Multi-Year Tariff Order (MYTO) framework introduced by the Nigerian Electricity Regulatory Commission in 2008 under the Electric Power Sector Reform Act. The MYTO establishes a tariff methodology and long-term tariff path for electricity generation, transmission and distribution in the Nigerian Electricity Supply Industry. The framework was revised through MYTO-2, which entered into force in 2012 and introduced updated assumptions and tariff review mechanisms, with subsequent periodic tariff reviews and supplementary orders continuing to adjust tariffs under the MYTO framework.
