Various Financial Measures for Energy Efficiency Activities
The Norwegian Government Environmental Fund is a loan scheme administered by the Norwegian Industrial and Regional Development Fund. The scheme was established to provide funding for projects that help to reduce emissions of greenhouse gases and other environmentally harmful gases, and provide funding for energy efficiency investments. "Oko-bygg" is a development programme that was started in 1998. It provides information, advice and grants to promote the use of eco-efficient technology, including more efficient and flexible energy use in the construction industry. Lower cost of consumer electricity bills
In response to the high electricity prices that arose in 2021, the Norwegian government launched an electricity support scheme to provide financial support to households due to high electricity prices. When the electricity spot price exceeds a threshold value, the scheme provides households with a compensation amounting to 90 percent of the price above the threshold value. The threshold value is subject to annual price adjustment, and for 2026 it is set to NOK 0.77 per kWh excluding VAT. Norwegian Regulations relating to Management and the Duty to Provide Information in the Petroleum Activities and at Certain Onshore Facilities (The Management Regulations)
The objective of this regulation is to ensure that the responsible party takes measures to manage health, safety and the environment as well as develops strategies to continuously improve them. It requires them to set internal requirements and create measurement parameters and indicators to monitor factors of significance to health, safety and the environment. The regulation requires the collection of information, planning and work processes to be in accordance with these objectives; and that, risk analyses and emergency preparedness assessments be carried out.

Electric vehicle charging Hordaland and Bergen
In 2015, infrastructure company BKK, Hordaland County Council and Bergen City
Council built a fast charging station that can charge up to 21 electric cars (ABB, 2015). In
addition, at least 20% of all new public parking spaces need to be equipped with EVSE
outlets (ICCT, 2016). -

Norwegian regulatory sandbox framework
During 2019, NVE-RME developed a framework for pilot and demonstration projects. The aim was to facilitate the implementation of projects in a controlled environment, and an intent that these types of projects may lead to a more efficient power system in the future. The framework addresses two main purposes; information about current rules and regulations and a transparent derogation process.
