…appliances and systems, materials, resilience, and clean energy. For each of these themes, priority actions related to policy and technology are identified as well as other enabling activities, including capacity building and finance. This Roadmap was developed in collaboration with the GlobalABC and United Nations Environment Programme (UNEP). Several hundred building sector actors from across the region participated through consultations in webinars, questionnaires and workshops. Executive summary With the Paris Agreement countries have agreed to a common goal of maintaining the global temperature increase to well below 2 degrees, and preferably no more than 1.5 degrees, by the end…

IEA Support to Accelerating Renewable Energy Permitting (ARPE)
Between October 2023 and March 2025, the IEA implemented the “Accelerating Renewable Energy Permitting” (ARPE) action. The goal of ARPE was to support five EU Member states – Finland, Ireland, Lithuania, the Netherlands, and the Slovak Republic (Focus countries) – in developing and implementing policy and regulatory measures aimed at reaching their renewable energy targets, notably through accelerating permitting of renewable energy projects. In support of this objective, the IEA organised and facilitated five workshops focused on the following topics:streamlining administrative proceduresaccelerating offshore wind deploymentfacilitating spatial planning for renewable energy deploymentensuring public engagement and acceptance, and afinal workshop summarizing the project…

Developing Capacity for Long-Term Energy Policy Planning: A Roadmap
EU4Energy regional roadmap Today’s main policy questions relate to what an energy policy should look like to be robust and flexible enough to deal with the uncertainties of the future. Therefore, a scenario-approach relying on energy system models is essential to support decision making because modern energy system analysis provides the best chance of ensuring decisions will not be regretted in the medium to long term.Developing analytical capacity (i.e. tools and staff skills) is complex and time-consuming. To maintain – and especially expand – a country’s capacity for long-term energy planning, adequate resources need to…

Sustainable Transport Policy for Armenia: A Roadmap
As a part of the EU4Energy Programme, the Armenia Energy Policy Roadmap on Sustainable Transport presents a comprehensive, evidence-based framework for transforming the country’s mobility system into a sustainable and efficient transport system. The strategy seeks to deliver significant reductions in CO₂ emissions while strengthening regional connectivity, fostering economic development, and enhancing energy security. While Armenia has made notable progress in rolling out electric vehicles and electrifying its rail network, it still struggles with a high dependence on imported fossil fuels, a lack of data transparency and weak co-ordination among government agencies. This roadmap is structured to…

Coping with the Crisis: Increasing Resilience in Small Businesses in Europe through Energy Efficiency
…may temporarily set a price for the supply of electricity to SMEs to further support those struggling with high energy prices. Besides helping them to reduce their energy consumption, which is one of the most effective ways to support SMEs in mitigating energy costs and supply risks, the EU operates several support schemes focused on SMEs that include financing, innovation and advice services. Increasingly, these schemes address the clean energy transition as a priority. COSME, the programme for the Competitiveness of Enterprises and Small and Medium-sized Enterprises, funds many initiatives that help small businesses access finance and improve thei...

Will new PV manufacturing policies in the United States, India and the European Union create global PV supply diversification?
…achieved through economies of scale to maintain long-term competitiveness. Meanwhile, fully monetising manufacturing tax credits in the United States could bring all the country’s segments of solar PV manufacturing to cost parity with the lowest-cost manufacturers. Favourable solar PV manufacturing policies in India and the United States have spurred multiple new project announcements. In the first phase of India’s PLI programme, almost 9 GW of integrated manufacturing capacity were contracted, and in the second phase the government is expecting to subsidise another 65 GW. In the United States, expansion already planned includes the manufacturing of roughly 9 G…

Hydrogen in North-Western Europe
A vision towards 2030 This study has been carried out by the International Energy Agency and the Clingendael International Energy Programme to explore the status of hydrogen in the north-western European region and how the sector could evolve towards 2030.
National policies and project plans for hydrogen development are brought together to explore opportunities to tap into the full potential of hydrogen as a clean energy vector. This paper aims to foster a deeper discussion about ways for countries in the north-western European region to collaborate and benefit from hydrogen developments in their neighbouring countries with a view…
