20 Renewable Energy Policy Recommendations
Renewable energy has grown rapidly in recent years, especially in the electricity sector where renewables now account for the largest power capacity additions globally. However, renewables still account for only just above 10% of final energy consumption and the energy sector remains dominated by fossil fuels. Renewables need to increase further and faster to bring about an energy transition that achieves climate targets, ensures energy access for all, reduces air pollution and improves energy security. These 20 recommendations provide guiding principles for policy making, based on best practices observed across IEA member states and partner countries. They can be adapted…

Clean Energy Transitions Programme 2023
…The Clean Energy Transitions Programme (CETP) is the IEA’s flagship initiative for accelerating progress toward a global net zero energy system. Launched at the 2017 IEA Ministerial to leverage the Agency’s expertise, insights and influence, the programme has provided world-class analysis, technical assistance and capacity building to support the most ambitious reorientation of the world’s energy systems this century. The CETP’s work is structured across three pillars of activity, with a particular focus on emerging markets and developing economies. The first of these focuses on supporting emerging and developing countries to establish clean energy transition…

Empowering Ukraine Through a Decentralised Electricity System
…or destroyed. The report highlights distributed energy resources (DERs) as a vital solution to address their power deficit while enhancing Ukraine’s energy security, resilience, and flexibility. DERs – such as solar PV, wind, batteries, and small modular gas turbines – enable local power generation while also reducing vulnerability to targeted attacks. IEA analysis shows that a diverse mix of DERs offers a cost-effective and resilient path for Ukraine’s power system recovery.Urgent actions include deploying small gas turbines and DERs such as solar PV and batteries to address a projected 6 GW winter power deficit in 2024/2025. The move…

Harnessing Energy Demand Restraint in Ukraine: A Roadmap
…energy demand restraint in Ukraine.
The analysis and proposals advanced in this document form an adaptable and integrated strategic policy framework that reflects international experience and best practices. It avoids detailed prescription, recognising that Ukrainian policy practitioners are better placed to draw on their local knowledge and experience to address practical details as they emerge. Accordingly, the roadmap’s proposed pathways are intended to inform and guide the development of effective policies and programmes that would help realise the untapped potential of demand restraint, enhancing Ukraine’s energy security, economic competitiveness and environmental performance.
This paper begins by discussing demand…

Energy Policies Beyond IEA Countries: Ukraine 2012
…for energy efficiency gains in the residential, district heating and industrial sectors is significant. Endowed with large conventional energy reserves, alongside sizeable renewable potential, Ukraine can build the capacity to markedly increase its resource production. Releasing this potential will require deep regulatory reform and full implementation of international treaty provisions. Effective competition, alongside a progressive move towards market prices, will also help Ukraine attract investment to develop the sector. A draft energy strategy, which sets out a series of supply-side measures, was published in 2012. Broadening and implementing a comprehensive energy strategy, one that takes greater account of demand…

Mozambique 2024
…Review was prepared in partnership between the Government of Mozambique and the IEA. It draws on the IEA’s extensive knowledge and the inputs of expert peers from IEA Member countries to assess Mozambique’s most pressing energy sector challenges and provide recommendations on how to address them, backed by international best practices. The report also highlights areas where Mozambique’s leadership can serve as an example in promoting secure and clean energy transitions. It also promotes the exchange of best practices among countries to foster learning, build consensus and strengthen political will for a sustainable and affordable energy future.

Strategic actions to support energy statistics
…Ukraine and Uzbekistan. The document focuses on three aspects of energy statistics central to the EU4Energy programme and the development of statistics in the focus region: improving energy data quality, but also ensuring that statistics publications do not stay on the shelf, by encouraging their wide dissemination and use to support policy-making. The document is available both in English and in Russian. It explains actions that could be undertaken to improve statistics, drawing on the experience of the IEA’s participation in regional energy statistics programmes (such as INOGATE and MEDSTAT), discussions with the focus countries during the inception…

…importance. While Ukraine made strong strides in rebuilding and strengthening the resilience of its energy system this past spring and summer, the situation remains fragile, and the risk of huge disruptions and widespread destabilisation remains – particularly as Russia expands the scope and sophistication of its attacks. This analysis builds on the IEA’s September 2024 report, Ukraine’s Energy Security and the Coming Winter. It provides an update on the latest developments through October 2025 and proposes key actions that Ukraine and its partners can take to address urgent energy security vulnerabilities this winter and bolster longer-term energy resilience…

…energy transition. The programme has also played a crucial role in enabling the IEA to strengthen its global leadership role in clean energy transitions at a pace and scale that would otherwise not have been possible, with great benefit to the programme’s focus countries and IEA member countries alike. This CETP Annual Report 2022 provides an overview of the programme’s major achievements in the last year. During this time, the CETP has driven forward an ambitious and impactful agenda, even as the world has contended with multiple overlapping crises. As just some examples, the CETP delivered the Energy…
